Postal
UnionLeoolAuthoritv,
Under
Section
4O7
of
the
Postal
Accountabilityand
EnhancementAct,
the
Commission
has.
a
duty
to
supportthe
Secretary
of State
in
foreignpolicyrelated
to
international
postal
services,
includingtreaties
and
conventions.ln
specific,
the
U.S.
Secretary
of
State
must"give
full
consideration
totheauthority
vested
bylaw
or
Executive
order
in
the
Postal Regulatory Commission,.."
as
State carries
out
its responsibilities.
Section407 also
requires
that
before concluding
anyapplicable
treaty,
convention,or amendment,the
Secretary
of
State
must
ask
the
PostalRegulatory Commission
to
submit
itsviews
on
whether
rates
or
classificationsare
consistent
with the
standardsand
criteriaestablished
by
the
Commission.

Secretary

a

Commerce

joint

Symposium

Postal Reform

Express
Delivery.
At Commerce'srequest,
the
Chairman,beginning
with former
ChairmanBlair,
participates
in
the
China
symposia.
These
meetings are hosted
by
the
highest-level
Chinese
regulator,
and
there
is
an
expectation
that the
U.S,
counterpartwill
attend,
The symposia
alternateyearlybetween cities
in
the
U.S,
and
China.
These
meetingsare
important to the
U.S,
and
U.S,
carriers,
as
they
encourage
the
Chinese
to
open
their
markets
to competition.
The
U,S.
PostalService
