It’s frankly hard for me to believe that I have been President of
this august body for two tears, let alone that we have been at warwith the Dominion for the entirety of that time. During that time wehave seen terrible reverses in war, huge losses of life by enemy andally alike. And nothing would please all of us further than to bring thewar to a just and speedy end with the capitulation or defeat of theDominion. It looks at this point like that may take years, but I knowthe Federation and her allies are strong enough to persevere nomatter how difficult the fight may become.Never has the Federation confronted such an implacable foe.We fought the Klingons only four years and the Romulans only five,and during neither of those conflicts did we ever have the feeling thatthe war would drag on for as long as it did. We became friends withthe Klingons eventually, and I hope to open up relations with theRomulans soon, if only to offer aid in their time of need. But we haveno future with the Dominion, and they have seen to that. They havewiped the Cardassians and the Bajorans off the map, and they areattempting to do the same with the Romulans as we speak.In our past we have had many disagreements with others,many misunderstandings, but I call upon all people to cast thosegrievances aside. We simply must unite if we are to maintain our wayof life and our freedom. The hand of friendship and alliance must beextended to everyone who would aid us against the Dominion, for inthis fight we defend not only our space, our lives, but somethinggreater, something less tangible but just as if not more important. We
are the last defenders of freedom, of choice, of an individual’s ability
to choose his own path. If we lose this war we lose that, and theability to live free men forever. Nothing less than the survival of theentire Alpha Quadrant is on the line, and if we fail in this fight, therewill be no other.We must prevail in this fight, no matter the cost, not only forthe freedom of future generations, but for their very existence.
