These include:
DoT’s decisions on the pendingapplications for Licenses (for which a deadline of September 25

2007 by DoT);
2G and 3G Spectrum: the quantum available, the methodsof  allocationand pricing thereof ;
DTH and Broadband coverage;
TRAI recommendations on the subject at different times onthe above;
Views of Competition Commission on number of players in Telecom.The common theme underlying all the issues relate to a rangeof technologies now available under the rubric of Telecom - fromtelephony,video, television to broadband DTH etc. (In othe words,transmission of Voice, Mail, Dataand Broadcasting through hand held mobile devices). The radio frequencyto be used for the technology is scace. Themedia interest in DoT and its decisions is on account of itsbeing thecustodian of the radio frequencies spectrum,responsible for itsallocationaswell asthe Authority to
 
issue licenses to operators in the Telecomsector. 03.A position paper has been prepared on the most contentiousissue that is currently enjoying public attention,i.e. allocation of additional licences and 2G Spectrum to existing and newentrants. Thedraft of the position paper was discussed with FS and thefinal draft isenclosed. 04.The full Telecom Commission was scheduled to meet today. However, the meeting has now been postponed to 15

Present Arrangements 
01. The Statutory basis for grant of wirelesslicense:
The Indian Telegraph Act,1885(ITA, 1885) and rules made thereunder provide statutory basis for grant of licences by theCentral Government for establishment, maintenanceor working of  wirelessapparatus, equipment and appliances.
The Indian Wireless Telegraphy Act, 1933 (IWTA 1933)andrules made thereunder, provide the Central Governmentwith powers to grant licences for possession of suchwirelessapparatus, equipment and appliances.
Wireless Planning and Coordination (WPC) Wing of Ministryof Communications & IT exercises powers of the CentralGovernment for grant of suchlicencesunder Section 4 of the ITA,1885 and Section 5 of IWTA1933.1.1 The chronology of Service Licence procedures is atAnnexure-I.
