knowingly,andcorruptly,didobstruct,influence,andimpedeofficialproceedingsandattempttodoso,towit,inresponsetoaGrandJurysubpoena,HOUdidnotprovidetheGrandJurywithdocumentsthatsheknewcontainedinformationthatwasresponsivetothesubpoenainordertoconcealthatinformation.(Title18,UnitedStatesCode,Section1512(c)(2).)Thebasesformyknowledgeandtheforegoingchargeare,inpart,asfollows:6.IamaSpecialAgentwiththeFederalBureauofInvestigation(the"FBI").Ihavebeenpersonallyinvolvedintheinvestigationofthismatter.Thisaffidavitisbaseduponmyconversationswithlaw-enforcementagentsandothersandmyexaminationofreportsandrecords.Becausethisaffidavitisbeingsubmittedforthelimitedpurposeofestablishingprobablecause,itdoesnotincludeallthefactsthatIhavelearnedduringthecourseofmyinvestigation.Wherethecontentsofdocumentsandtheactions,statements,andconversationsofothersarereportedherein,theyarereportedinsubstanceandinpart,exceptwhereotherwiseindicated.

7.Onthebasisoftheevidencesetforthbelow,thereisprobablecausetobelievethatJIAHOU,a/k/a"JennyHou,"thedefend2mt,andherco-conspirators,participatedinaschemetodefraudtheCitythatinvolvedtheuseofStrawDonors

tofunnelmultiplelargeillegalcampaigncontributionstotheCandidate'S2013campaignforCitywideelectiveoffice.Amongotherthings,oneobjectoftheschemewastoincreasetheamountofmatChingcampaignfundstheCampaignwouldreceivefromtheCity.Onvariousoccasions,certainindividualsarrangedformultipleStrawDonorstomakeaseriesofcontributionstotheCampaignthatwereunderthe$4,950limit.TheseStrawDonorswouldbereimbursedforthesecontributionsbytheseindividuals.Aspartofthisscheme,onbehalfofeachStrawDonor,acampaigncontributionformwasfilledoutcontaining,amongotherthings,thestrawdonor'sapparentname,address,employmentinformation,theamountdonatedtotheCandidate,andtheStrawDonor'SpurportedsignatureacknowledgingthattheStrawDonorwasnotbeingreimbursedinanymannerformakingthecampaigncontribution.TheCitywouldrelyupontheinformationcontained
