Describes the attribution of legal personality to the various subdivisions of the State and the consequences for democratic control, focussing on quango's and independent agencies. It then goes into the way purposes of these agencies are described in their statutes in various jurisdictions. Finally it draws a comparison with the private law concept of transgression of object in order to see if such a concept can contribute to restoring the balace between distance and control over these agencies.
