INTRODUCTION

1. This document represents guidelines for the training of ATC personnel to be employed in the KAIA Tower. It is to be used in conjunction with the KAIA Training Document to ensure that each controller is trained to an acceptable standard. 2. All personnel must fulfill the criteria outlined herein, in order to be rated at KAIA. 3. All suggestions for amendments may be forwarded to me through the SATCO for consideration and possible implementation.

CHAPTER 1 SECTION 1 AIM AND OBJECTIVES OF TRAINING PROGRAM Operational training encompasses that period of time required for an individual to develop the ability to perform all required control duties. The aim of the KAIA Tower Operational Training Program is to ensure that all air traffic controllers are trained to a high standard that will enable them to provide ATS at KAIA. The objectives of the ATC Tower training program are as follows: a. b. c. Familiarize controllers with the local environment; Train controllers to function in the Tower environment; and Assess controllers' ability to function in the Tower environment.

This OTP uses the criteria found in the KAIA LOPs as its foundation and the Deputy SATCO is responsible for the day-to-day administration of the program under the overall authority of SATCO. Flight Safety and ATC operational effectiveness SHALL always take priority over training. Rated personnel shall ensure that safe and effective control over all situations is maintained by providing adequate direction to trainees or by resuming control in a timely manner.

CHAPTER 1 SECTION 2 TRAINING PROGRAM GUIDELINES 1. Daily Assessment. The daily training report is one of the most important records for individuals undergoing unit rating. It is the means by which strengths and weaknesses of a controller are assessed. Correctly completed forms provide supervisory personnel with the necessary information to evaluate the progress of individuals undergoing checkout. Daily assessments will be further explained in chapter 2 of this manual. 2. Weekly Assessment. Each trainee will be briefed on the past weeks performance and will include a resume of the trainees progress, noting any areas that require improvement, strengths, the material covered, and a general assessment of the trainees progress to date. Again, further clarification will be provided in chapter 2 of this manual. 3. Leave. approval. All leave is coordinated through the D/SATCO for SATCO

4. Briefing. The Deputy SATCO or SATCO shall interview all personnel at the beginning of the operational training. Items to be discussed during this interview shall include: a. b. c. d. e. past employment; the individual's perspectives and concerns; the OTP; the role of the airport; and what is expected of the trainee during training.

5. Monitoring. Monitors will familiarize themselves with the trainees recent progress. This will allow continuity in training. 6. Training Documentation. A progress file on personnel undergoing operational training shall be maintained by the unit and made available to the trainee. The file shall be retained until the controller is posted, at which time it will be destroyed. The file will contain at minimum: a. b. c. training check lists and Local Knowledge Exam (LKE); completed daily debrief forms; and completed rating form.

CHAPTER 2 SECTION 1 TRAINING PHILOSOPHY 1. Trainees shall ensure that they: a. b. study all pertinent publications as indicated in Section 2 Para 3; recognize their limitations, accept constructive criticism and suggestions for improvement, and be prepared for the monitor to take control; ensure training reports submitted to the D/SATCO; and take an active role in the rating process.

2. Trainees are reminded that it is their checkout. They are expected to take an active role in the rating process by utilizing spare time to study publications, familiarize themselves with equipment, discuss control scenarios with other controllers, and any other activity that will facilitate their rating. 3. Trainees are expected to know and apply the appropriate rules and techniques for each control situation. They must keep in mind that, although monitor techniques may vary, the rules for control do not. When accepting a debrief, the trainee should be clear about whether a training point is correction of wrong technique or advice to improve on an acceptable technique. Trainees are free to develop their own techniques from their own understanding or what they perceive as the best ideas from each monitor. Monitors will consider each action and allow the trainee to continue so long as safety and efficiency are not adversely affected. 4. At no time shall the monitor nor the trainee conduct the monitor/debrief process in a fashion that may be considered harassment. Trainees should understand that the constructive criticism that they receive under training is meant to improve their ability and does not constitute harassment. If a trainee feels uncomfortable with a particular debrief or situation, they are obligated to take appropriate steps to make their concerns known. 5. A Trainee has the right to request that the daily debrief take place in a private location (such as on the catwalk, an office or other location) and not in front of the crew or others.

CHAPTER 2 SECTION 2 CHECKOUT CRITERIA 1. In order to achieve a rating at KAIA as a Tower Controller, the trainee must: a.

meet the position standard for all positions in the tower; obtain a mark of 90% or above on the LKE; obtain Deputy SATCO/ SATCO authorization to perform control duties. In addition, the trainee must feel confident that he/she is ready to control without supervision.

Prior to rating, if it is assessed by the SATCO that a trainee does not possess an adequate understanding of English, the SATCO may elect to commence administrative procedures to end ATC training and find appropriate employment for the trainee. During rating, if a trainee fails to display satisfactory progress, or if the trainee demonstrates an attitude that does not reflect a professional and serious approach to training, SATCO may elect to commence administrative procedures to end ATC training and find appropriate employment for the trainee. After rating, if a controller spends a period of time of 45 days or more without controlling, they shall be re-evaluated to ensure that their skills and local knowledge are still at a safe standard. CHAPTER 2 SECTION 3 POSITION STANDARD TOWER CONTROL POSITION STANDARD 1. In order to receive a rating in the Tower position at Kabul, the individual must demonstrate the ability to:
a.

effectively control at least 8 aircraft simultaneously in any combination of arrivals, departures, or overflights; safely manage higher levels of traffic while ensuring that flight safety is not compromised through the utilization of delaying action, or restrictions on VFR aircraft; accurately visualize the relationship of aircraft to geographic positions, other aircraft, and ground vehicles; correctly correlate speed and distance factors while issuing precise take-off and landing instructions; select and evaluate pertinent data from a variety of sources when required; provide immediate, clear, concise and accurate control instructions and information; coordinate effectively and issue appropriate clearances; accurately record control information; correctly interpret data contained in flight information publications; operate communication equipment as required; correctly evaluate equipment serviceability status; recognize and respond to emergency (or potential emergency) situations; and correctly evaluate meteorological conditions.

GROUND CONTROL POSITION STANDARD 2. In order to receive a rating in the Ground Control position at Kabul, the individual must demonstrate the ability to: a. b. d. e. effectively control any combination of vehicle traffic and aircraft; accurately visualize the relationship of aircraft to geographic positions, other aircraft, and ground vehicles; select and evaluate pertinent data from a variety of sources when required; provide immediate, clear, concise and accurate control instructions and information;

In order to receive a rating in the Coordinator position at Kabul, the individual must demonstrate the ability to: a. b. effectively coordinate all military arrivals and departures with Air Ops; safely coordinate ground movements with Ground when requests are made over ICN, FRS or phone lines; coordinate all arrivals and departures with KRAPCON (or BAGRAM if KRAPCON is unserviceable) according LOA.

Obtain SVFR and IFR release from KRAPCON (or BAGRAM if KRAPCON is unserviceable) in a timely manner. Be aware on weather updates (especially for changes between VMC and IMC). Answer calls on phones and radios following the line of priority. Manage the military and civil flowchart.

CHAPTER 2 SECTION 4 LENGTH OF PROGRAM 1. Training days allowed to complete this program is not specified in LOPs. An experienced controller with a good understanding of English can expect to be rated in approximately 1 to 2 weeks. Note: This period includes training time for the ground control and coordinator position. 2. A breakdown of anticipated training timings is covered in Chapter 3.

CHAPTER 2 SECTION 5 ASSESSMENT


1.

Daily Training Report: At the end of each monitoring session, the monitor is required to fill out a daily training report on each trainee. This report is signed by both the monitor and trainee and is then forwarded to the D/SATCO. This form is used to record the events of the day including traffic levels, performance of the trainee, and all policies briefed. A debrief is mandatory after each session. Letter grades shall be used for assessments on the daily training report and are to be assigned relative to the trainee's ability to meet the control position standard. The letter grades are not relative to the trainee's stage of checkout. The letter grades shall be assigned as follows: A - Satisfactory - met standard in terms of traffic density and complexity during training period; B - Satisfactory with debriefing - met standard in terms of traffic density and complexity during training period, however minor monitor input was required and/or performance technique needs minor improvement; C - Unsatisfactory - Unable to meet standard in terms of traffic density and complexity during training period; or D - Not Observed. Note: The narrative must support the assigned grades. As a minimum, all B's and C's shall be supported by comments in the narrative section. The trainee must ensure that they understand all debrief points and that they may provide comments if there are any circumstances that they feel should be made known relative to a debrief.

3. The following definition shall be applied to the completion of daily training reports in regards to traffic density and complexity: a. Traffic density: Light - One or two aircraft/vehicles (concurrently) Moderate - three or four aircraft/vehicles (concurrently); or Heavy - More than four aircraft/vehicles (concurrently); and

b.

Traffic complexity: Routine - No conflictions, routine flow and co-ordination; Moderate - Some conflictions, with increased co-ordination and restrictions; or Complex - Numerous conflictions with detailed co-ordination and/or controller action (i.e. holds, restrictions, etc) to ensure separation

4. All areas of the training report shall be completed. It is recommended that the trainee is debriefed the same day, but failing this, shall be debriefed on the completed reports no later than before the commencement of the next training day. These reports will form the basis of all future reports and it is incumbent upon the trainee and monitor to ensure their accuracy and completeness. 5. The D/SATCO shall maintain the entire training folder until completion of training, at which time the complete record is to be forwarded to SATCO and saved on the Active Rated Controllers Folder,

CHAPTER 2 SECTION 6 OTP CRITIQUE 1. All trainees will be encouraged to make note of areas that may be improved regarding the OTP and report them to the D/SATCO in a timely fashion. Areas of immediate concern will be action accordingly. All other areas will follow the critique process below. The aim is for all parties involved to keep the OTP current while providing the best possible training. The D/SATCO shall review all critiques as they are submitted and discuss them with the trainee. The D/SATCO will review all critiques and amend the OTP as required.

3. D/SATCO is responsible for maintaining and updating the OTP as required on behalf of the SATCO; 4. All inputs shall be forward to the D/SATCO using ESSAR 5 Format available on the Supervisors Computer in the TWR.

CHAPTER 3 SECTION 1 GENERAL 1. As detailed in Chapter 2, phase training is that period of time from initial introduction to training until rating. CHAPTER 3 SECTION 2 PHASE 1 TOUR + ACADEMICS 1. Purpose: Phase 1 represents the initial portion of the rating process at Kabul. It shall entail delivering/reviewing all ATC publications and gaining initial knowledge of the KAIA airspace and operation. This time may also be used by the trainee to complete administration related to arrival at KAIA. D/SATCO will arrange with FSO a TOUR in the CAMP (KAIA). In this Tour the Controllers will have a chance of meeting all the important agencies in KAIA(Air Ops, FSO, ATC Office, CATO, etc). They will also travel on the TWYS, Aprons and RWY, for a closer view of the airfield and its equipments. In the end, a test will be done in order to acquire the Airport Drivers License.(FSO) 2. Method: A combination of self-study, briefings, tours, etc will be used to bring the trainee up to a level where he/she can gain training value from starting their training in the coordinator position. 3. 4. Duration: 1 day. Teaching points: a. Airspace knowledge - The trainee will become more familiar with the KAIA CTR and aerodrome including dimensions, adjacent airports, class of airspace, etc. Procedure knowledge - Trainee will be expected to be familiar with various procedures that are in place at the ATC unit.

Standard: Upon completion of phase 1, the trainee will: a. be familiar with the KAIA airport; and b. have a working knowledge of KAIA airspace, radio frequencies, KAIA LOPs, Agencies Involved and special procedures.

CHAPTER 3 SECTION 3 PHASE 2 COORDINATOR POSITION


1.

Purpose: To give the trainee the skills and knowledge required to operate effectively in the coordinator position. Method: Phase 2 consists of working the coordinator position with a qualified monitor until such time as the D/SATCO considers that the trainee has a good understanding of the rules and procedures for that position. Duration: 3 training days. Teaching points: The trainee is responsible for all teaching points as outlined in the Tower Phase 2 checklist. Standard: Upon completion of phase 2, the trainee shall: a. have a comprehensive knowledge of local procedures to be able to move into the Ground and Tower positions; b. understand internal/external co-ordination procedures; and c. have a basic knowledge of KAIA's airspace.

Method: Phase 3 consists of working the Ground control position with a qualified monitor until such time as D/SATCO considers that the trainee has a good understanding of the rules and procedures for that position. 3. Duration: 5 days.

Standard: Upon completion of phase 3, the trainee shall: a. have a comprehensive knowledge of local ground control procedures; b. have a comprehensive knowledge about the KAIA aerodrome and the agencies using it; c. understand internal/external co-ordination procedures; and d. have a basic knowledge of KAIA's airspace and VFR/SVFR procedures. 6. Verification: To successfully complete Phase 3 the trainee must a. b. 7. completed the Phase 3 checklist; perform Ground control duties without assistance.

CHAPTER 3 SECTION 5 PHASE 4 - AERODROME


1.

Purpose: Phase 4 is meant to provide the essential knowledge and skills for an individual to attain final rating at KAIA. Method: Phase 4 consists of controlling traffic in the Tower position with a rated monitor assisting. The trainee will continue self-study of ATC publications. The checklist for this phase comprises teaching points to be briefed by the monitors. Duration: 5 days. Teaching points: The trainee is responsible for all teaching points as set out in the Phase 4 checklist. Standard: Upon completion of Phase 4, the trainee shall have met the position standard as listed in Chapter 2 of this document. Verification: To successfully complete Phase 4 the trainee must: a. complete the Phase 4 checklist; b. complete the Kabul Tower LKE; and c. agree that he/she is ready for rating.

CHAPTER 3 SECTION 6 PHASE 5 SUPERVISOR

Purpose: Phase 5 is meant to provide the essential knowledge and skills for an individual to perform as a shift supervisor at KAIA. Method: Phase 5 consists of individual training by D/SATCO regarding supervisor duties and responsibilities.

Responsible for: 1. the overall operation of the facility during their shift and maintains general awareness of air traffic; 2. the shift change procedures, collecting all pertinent information from the relieved Supervisor and ensure that his team gets that information; 3. assigning personnel to each position (Local/GND/CD) 4. position/equipment checklists 5. updating daily log 6. updating ATIS 7. filling incident/hazardous reports and forward them to FSO/SATCO; 8. logging out/in equipments 9. activating crash phone/icn in case of emergency; 10. suspending operations if necessary; 11. generator switch-over procedures 12. coordinating with GDCC or Afghan Liaison in order to reduce or eliminate Jamming; 13. coordinating with Afghan Liaison/Air Ops/FSO/Rapcon for unusual situations related to civilian/military vehicles or aircrafts; 14. coordinating with ANA for training flights; 15. verifying notams and their applicability; 16. advising Satco/D.Satco for significant occurrences;

17. enforcing Evacuation Procedures as well as other Procedures available on the Supervisor Checklist; 18. coordinating all military issues (mortar attack, serious base incident, etc) with AirOps and GDCC; 19. coordinating UN de-mining in Progress/De-armed A/C with FSO 20. coordinating with AirOps for EOD/IED Procedures in reference to the actual traffic conditions; 21. Monitor the ATC Training and documentation; 22. Position Assessment; 23. RWY Change Procedure; 24. Overall coordination regarding VVIP Procedures on Ramp 4(civilian) and Ramp 2(military); 25. Checking AirOps for the Code of the Week. 26.Checking Inbox on Supervisors Computer for new information related to flights and procedures. This information must be printed and make it available for other controllers, using the Read-File or Supervisors Checklist.

Duration: At least 2days. Teaching points: The controller is responsible for all points as set out in the Phase 5 checklist and OTP Chapter 6 Point 2. Standard: Upon completion of Phase 5, the D/SATCO will approve the controller as a shift supervisor. Verification: To successfully complete Phase 5 the controller must: a. complete the Phase 5 checklist; b. agree that he/she is ready to commence supervisory duties.
