QUALIFICATION CRITERIA OF THE BIDDER 1. Bidder can be a Proprietary or Partnership Firm or Pvt. Ltd. Or Limited Company or Joint venture. (Deed of constitution/ registration certificate to be enclosed in technical bid) 2. The bidder should have minimum Annual Turnover of Rs. 50 Lacks with profit in any of two of the past three financial years (20082009, 200910 & 201011). CA certificate in support to be enclosed in technical bid. 3. Bidder should have deployed atleast one GPS phone based tracklog application (either offline or online) in any govt. Organization. 4. The bidder must have integrated SMS gateway in at least one web application. 5. The bidder must have integrated GPS phone based mobile data collection software in at least one govt. project. 6. Supporting documents for fulfilling the qualification criteria will have to be submitted in technical envelope. SCOPE OF THE WORK 3.1 DESIGNING, DEVELOPMENT AND MAINTENANCE OF APPLICATION: Women & Child Welfare Department is working towards the design, development and maintenance of an integrated mobile, web and GIS application to tracking field personnels, collecting field data using GPS enabled mobile phones, and Web GIS based application for decision support. Sending alerts to key officials through SMS and implementation of Dashboard Service will also be integral part of the application. Major business Objective A. Mobile GIS Application: Automated tracking of each Aanganwadi Supervisor with his /her tour details. Location based (Geotagged) field reporting. GIS Mapping of Health, Nutrition & other relevant institutions like Aanganwadis, PHC, SHC etc. through GPS Phones. Sending Critical cases alerts through SMS to higher officials. B. Web Application Targeted approach to monitor child malnutrition by maintaining child health records of each child. This should be done as per the departmental workflow system. Tracking of Severely underweight childrens. Tracking of Girls for Body Mass Index (under SABLA scheme) Dashboard services for various KPIs (Key Performance Index)

Analysis of Fix Rotational Tour Calendar using tracking data of supervisors. Various analysis and monitoring reports. Sending alerts over SMS to all key officials, Aanganwadi workers and parents regarding report submissions status, malnutrition status etc. Capturing admitted child information at NRC and their followups. C. GIS Web Application On the fly thematic mapping on various indicators like population, sex ratio, birth trend, malnutrition status etc. GIS based spatial analysis for shadow area identification Spatial Query Tool Tracklog analysis and Tracking of Field Personnels Automatic preparation of tour diaries of each supervisor. D. GIS Mapping / Digitization (will be use in Web GIS Application) Village Boundary Mapping. Digitization of Settlements/ population areas using Satellite images. Road Network Aanganwadis, Public Health Center, Sub Health Centers, Other Hospitals etc. Technology Platform /Development Environment Mobile Application a. Any mobile technology can be used. b. Mobile must be GPS enabled with or without AGPS support. The GPS hardware must be capable to capture the location without any GSM/CDMA network. c. The mobile application must support offline data capture which should synchronize with server when data connection is available. d. Tracking application should be running in background and should be temper proof. Web Application a. Any technology can be used but the entire license fee will be paid by the bidder if licenses are required to publish the application on the web. b. Cross Browser compatibility c. CSS based design d. Service Oriented Architecture should be followed for interoperability. Web GIS Application a. Should be able to consume OGC compliant WMS Services. b. The installation, configuration, license fee (if any) will be paid by the bidder for GIS Component or GIS Server. c. All digital maps must be hosted and served through the same GIS Application / GIS Server. d. Google / Bing or other online mapping solutions can be used as background layer but any spatial data cannot be stored on other server.

Digitization a. Digitization should be done on Geographic Projection System and WGS84 datum. b. Final Digital map should be provided in ESRI Shape File format with projection information. c. Maps should be calibrated with online free mapping solutions like Bhuvan or Google Map.

The Targeted Audience a. Intranet Women & Child Welfare Department Health Offices and employees, District Administration b. Extranet NGOs, Academicians, Researchers, and Other Govt. Departments etc. c. Public Users Language of the application / Content a. The application should be designed with bilingual (Hindi & English) Support. As not all mobile devices support Hindi so it can be considered for mobile devices. b. Contents must be in Unicode format. c. The content of the application must be secure. 3.1.6. Services to be provided by the Bidder a. Design, Development and Maintenance of application. The application means Integrated Mobile, WebMIS & WebGIS Application. All three parts must be tightly integrated. b. Dedicated web server for a period of one year with all the software licenses and libraries required to run the application. After one year the application can be shifted to NIC data Centre or State Data Centre. c. Registration and hosting of web application on domain name approved by Women & Child Welfare Department. d. All legacy data feeding which requires starting the application including the information of around 1 lacks childrens. e. Training of around 100 persons on Mobile Application, Web Application usage. f. Integration of SMS Gateway. Also, as alternate GSM Modem based SMS sending /receiving facility should be provided as Internet based SMS services may be blocked. g. Digitization of Village Map, Settlement Areas, Road Network and Health Institutions. h. Provide Technical Resource for maintenance of the application (If required, on extra cost) i. GPS enabled Mobile Phones (Quantity around 75) with preloaded offline.
