EachyeartheresidentsinthelowlyingareasoftheCitiesofOttawaandVanierarefacedwiththeriskoffloodingcausedbybreak-upicejamsontheRideauRiver.
In
ordertopreventorreducethepotentialforiceinducedfloodingatmorethan900buildingslocatedintheflood-pronearea,thereisanannualiceremovalprogramtraditionallyinvolvingicecuttingandexplosives.Despitethelong-termsuccessoftheicemanagementcomponentofthefloodcontrolprogram,itsenvironmentalimplicationshadneverbeenexaminedinasystematicmanner.Priortothisstudy,however,therewaslimiteddocumentationaboutaquaticenvironmentalissues,andseveralnoiseandvibrationmonitoringsurveyshadbeeninitiated,inpart,inresponsetocomplaintsfromlandownersorresidents.Thisstudyprovidedanopportunitytoaddressthebroadrangeofissuespertinenttoevaluatingthecurrenticemanagementprogram.
It
wasspecificallydesignedtoevaluatetheseissuesandwasundertakeninthecontextoftheClassEnvironmentalAssessmentforRemedialFloodandErosionControlProjectsasitpertains

OTTAWATHESETTINGTheRideauRiverisanorthflowingriverinEasternOntario(seeFigure1).TheupperthirdoftheRiver's1400squarekilometrewatershedisregulatedbydamsbuiltintheearly1830'sduringconstructionoftheRideauCanal.Set
in
anareaofPrecambrianShieldtopography,theRideauLakesdistrict,upstreamoftheTownofSmithsFallsiscottagecountry.Theremainingtwothirdsofthewatershedhasrelativelylittlerelief,beingonlimestoneorclayplains.TheurbanareaofOttawa-Carletonliesatthenorthern,downstreamendofthewatershed.TheRiverflowsthrougholderneighbourhoodsoftheCitiesofOttawaandVaniertoRideauFalls,a10metrehighdropintotheOttawaRiver.Ice-jaminducedfloodingisofconcernofthelowermost11.5kilometresoftheriverfromMooney'sBaytoRideauFalls(seeFigure2).
In
thisreach,theriverconsistsofanalternatingseriesofrelativelydeeppoolsandshallowrapids.Icejamsareknowntohaveoccurredatbreak-upatfivelocations(typicallyatthedownstreamendofasteeper,shallowreach).IceformationtypicallybeginsontheriverinlateNovemberorearlyDecember,continuingthroughoutthewinter.Steeper,fastermovingreacheswilloftenremainopenyearround,exceptduringthecoldestwinters.Frazilicegenerationintheopenwaterreachesisknowntobeasignificantcontributor
to
thetotalicevolumeintheriveratbreak-up.Theaveragethicknessofsheeticeatbreak-upis40to50ems(60-120emunderbridges),andpreviousstudieshaveestimatedtheaveragevolumesofsheeticeandfraziliceinthisreachoftherivertobe120,000rn'and110,000m',respectively,atbreak-up(FencoMacLaren,1992).
