The Selection, Seeding and Bracketing process for the Division I
Men

BasketballChampionship adheres to the following principles: 
 
The committee endeavors to
achieve reasonable competitive balance
in each regionof the bracket.
 
The committee
selects the 37 best teams
not otherwise automatic qualifiers for theirconference to fill the at-large berths. There is no limit on the number of at-large teamsthe committee may select from one conference.
 
A committee member (
 “m
ember
”)
shall not be present during any discussion regardingthe selection or seeding of a team the individual represents as an athletics director orcommissioner.
 
A member is permitted to answer only general, factual questions about teams in theconference the individual represents.
 
At no point in the process shall a member vote for a team the individual represents asan athletics director or commissioner.
 
All votes will be by secret ballot.
The Principles and Procedures are part of a comprehensive annual review of theDivision I M 
en’s
Basketball Championship conducted from the conclusion of eachyear

 s championship. This document was revised and approved by the Division
en’s
Basketball Committee, Summer 2011, and will be in effect for the 2012championship.

I. Selecting At-Large
T

Initial
Ballot
 1. Prior to the selection meeting, eachcommittee member receives an
 “
initialballot
” 
comprised of two columns listing alleligible Division I teams in alphabeticalorder.Each committee member will submit theballot by a designated time on the first fullday of selection meetings:a. In the first column, each member shallidentify not more than 37 teams that, inthat
member

opinion, should
be at-large selections
(AL) in thetournament based upon play to date,regardless of whether the team couldeventually represent its conference asthe automatic qualifier.b. In the second column, each membershall identify all teams that
shouldreceive consideration
(C) for an at-large berth. There is no minimum ormaximum limit in the second column;however, only teams meriting seriousconsideration should receive votes.2. Any team receiving all but two of the eligiblevotes in Column 1 (AL) is moved into thetournament field as an at-large selection.3. The committee will form an

eligible votes.Verbal nominations are permitted.
Remaining
Ballots
 1. The committee then begins evaluating
those
 teams on the
 “
under-consideration
” 
board. 2. Each committee member will list the besteight teams from the
 “
under-consideration
” 
board, in no particular order, to be added tothe at-large field.When 20 or more teams are underconsideration in
 “
list X team
s” 
ballots, eachmember shall list eight. When 14 to 19teams are under consideration, eachmember shall list six. When 13 or fewerteams are under consideration, eachmember shall list four.3. When 24 or fewer teams remain in the poolof teams (during the selection or seedingprocess), a member may not participate in

s” 
votes if a team he or sherepresents as a commissioner or athleticsdirector is included in the
 “
pool
.” 
 4. The eight teams receiving the most votescomprise the next at-large ballot.5. Committee members then rank the eightteams, using a

ranking

coring system(i.e., the best team is valued at one point).6. The four teams receiving the fewest pointsshall be added to the at-large field. The

other four teams will be held for the nextballot.7. Each committee member then submits a listof the best eight teams remaining on the

board to be added tothe at-large field. The four teams with thehighest vote totals are added to the teamscarried over from No. 6 to comprise thenext at-large ballot.8. Steps No. 5, 6 and 7 will be repeated untilall at-large berths are filled.9. If a team fails to be included among thefour teams receiving the fewest points (StepNo. 6) for two consecuti

board, without prejudice.10. At any time during the process, the numberof teams eligible to receive votes may beincreased or decreased by the chair if circumstances warrant. Further, the chairhas the option to revise the number of teams from four to two to be moved into at-large berths per No. 6.11. A team may be removed from the at-largefield by a vote of all but two of the eligiblevotes. Such a team would be returned tothe

under-consideration
” 
board, withoutprejudice.12. At any time during the process of selectingthe at-large teams, the committee mayelect to begin seeding the teams (SectionII). This allows the committee to proceedwhile allowing time for results of gamesplayed during selection weekend.
II. Seeding of Teams
 
The committee will create a
“s
eed li
st”
 
(i.e. rankof the teams in
 “true
seed
s” 
1 through 68) whichreflects the relative qualitative assessment of thefield in descending order, and is used to assesscompetitive balance of the top teams across thefour regions of the championship. The seed listreflects the sequential order with which teamswill be placed in the bracket. Once the
 “
seed list
” 
is finalized, it remains unchanged while thebracket is assembled.Importantly, various principles may preclude ateam from being placed in its
 “true” 
seed positionin the bracket.
Procedures for Seeding
 1. Each committee member will submit a list of the best eight teams, in no particular order,from teams that are in the tournament asautomatic qualifiers or at-large selections.When 20 or more teams remain to beseeded, each member shall list eight teams.When 14 to 19 teams remain, each membershall list six teams. When 13 or fewer teamsremain, each member shall list four teams.When 24 or fewer teams remain to beseeded, a member may not participate in

ballots if a team he or sherepresents as a commissioner or athleticsdirector is included in the

.”

The other four teams areheld for the next rank ballot. 5. Each committee member then submits a listof the best eight remaining teams that arein the tournament as automatic qualifiers orat-large selections. The four teams with thehighest vote totals are added to the teamscarried over from No. 4 to comprise thenext seed list ballot.6. Steps No. 3, 4 and 5 are repeated until allthe teams are seeded.7. After a team has been voted into the seedlist, it may be moved by a simple majorityof eligible votes. This

of theseed list allows the committee to affirm trueseed accuracy throughout selection weekendand ultimately, in the bracket.
