5-10% of children
Children with severe and persistent challengingbehavior 
Assessment-based intervention that results inindividualized behavior support plans
Caregivers are provided with resources and
supports to effectively intervene and guide a child’s
behavior and support development
 
Tier 3 : Intensive Interventionsto Address Severe Child Behavior ProblemsNot Responsive to Tier 1 and Tier 2
Example: Toddler is engaging in severe and persistent challengingbehavior such as stereotypy, self-injurious behaviors, biting othersand has not responded to Tier 1 and 2 intervention
Intensive Child-Focused Interventions:
For older toddlers (Functional Assessment, Positive Behavior Support)
Parent is a team member and actively involved
Intensive Caregiver-Child Focused Interventions need to continue:
Baby is showing persistent gaze aversion or shut-downbehaviors when caregivers attempts to engage
Toddler is not showing basic building blocks for social reciprocity(joint attention)
