Michael Mulgrew President, United Federation of Teachers 52 Broadway New York, New York 10004 Dear Mr. Mulgrew: Last week, by working together, and with Governor Cuomos support, we resolved the last major issue separating us on a teacher evaluation agreement. This agreement builds on the substantial progress we had already made in December, during negotiations surrounding the School Improvement Grant Program, and clears the way for finalization and implementation of a teacher evaluation system. As you know, in December we were able to resolve almost all the issues related to implementing the new evaluation system. Indeed, in papers filed with the Public Employees Relations Board after we were unable to reach agreement at that time, the UFT stated that we were able to reach agreement on all substantive and nearly all procedural points towards the development of a new, rigorous and fair evaluation system for teachers, and that the most significant issue separating the parties was the appeals process for teacher ratings received as part of their Annual Professional Performance Review. Last week, by working cooperatively, we resolved that matter in regard to teachers rated ineffective. With all major issues resolved, it is incumbent on us to finalize an agreement for a new evaluation system for all teachers in New York City, and to do so without delay. Nearly two years have passed since New York State enacted Education Law 3012-c, which requires that all school districts in New York State implement a teacher evaluation system in accordance with the terms of the statute. Having finally resolved what that system will look like, there should be no further delay in implementing it. Therefore, I am requesting that representatives from the UFT and DOE schedule a meeting, as soon as possible, in order to work through any small details so that we will be able to provide necessary training to all staff as part of a careful and responsible implementation for the 2012-13 school year.
