Northampton MA Parking Czar Bill Letendre was suspended by Mayor David Narkewicz on Feb. 10 and suddenly retired on Feb. 17. Narkewicz has declined to comment. Iknowthatyousharemygoalofprovidingexcellentcustomerservicetoourresidentsandvisitors.Towardthatend,wediscussedsomeissuesrelatedtocustomerserviceinyourdepartment.Thehours,duringwhichmonthlyparkingpassesareavailableforpurchase,havebeenafrequentcomplainttoouroffice,particularlyinrecentmonths.Itisourunderstandingthatmonthlyparkingpassesareonlyavailableweekdays,betweenthehoursof9:00-noon.Theparkingofficeprincipalclerk,CindyParsons,isscheduledtoworkasevenhourdaybetween7:30-2:30withnoscheduledtimeforlunch.However,asamemberoftheAFSMEunit,Ms.Parsons'hoursshouldbe8:30to4:30withanun-paidhourforlunch.Ataminimum,parkingpassesshouldbeavailableforsaleduringallscheduledofficehours.Ifyouwishtohaveyourofficehoursrunfrom7:30to3:30withanun-paidhourforlunch,thatwouldbeacceptabletomeasIbelievethe7:30a.m.timecouldbeconvenientforcustomerswhoneedtoobtainparkingpassespriortoheadingtowork.
 
Beginningimmediately,youmustmakemonthlyparkingpassesavailableduringallofficehoursandyourofficehoursshouldbeconsistentwiththeAFSMEcontract.ParkingTicketRevenue:Wediscussedconcernsaboutthesignificantdeclineinparkingticketrevenue.Althoughticketpriceswereincreasedfrom$10to$15perticket"ticketrevenues,atthetimeofourmeeting,wereapproximately$30,000behindlastyear,evenwiththeincreaseintheparkingticketfines.Todate,threeweekslater,parkingticketrevenueisstillbehindthistimelastyear,byapproximately$20,000.Ticketdataforthefirstfivemonthsalsoshowsthatwehaveissued2,008lesstickets,whichamountsto401lessticketspermonth.Iamveryconcernedthatwewillnotmeetourrevenueprojectionforthefiscalyear.Wearecurrentlyat39%ofourprojectionforFY12whenweshouldbeat50%whichrepresentsashortfallofapproximately$101,000forthefirsthalfoftheyear.Giventhistrajectory,wecouldfall$200,000shortofourrevenueprojectionforthefullfiscalyear.Therefore,forournextmeeting,wewouldlikethefollowinginformation:

1.DatafromComplus,bymonth,forFY08,FY09,FY10,FY11andthefirstsixmonthsofFY12showingticketsissuedandrevenuesreceived.ThisdataisavailablefromComplusandwehaveseenthedatauptomidFY10.Thedatayoushouldobtain,shouldbeuptodate,andincludethefirstsixmonthsofFY12.2.Revisedparkingenforcementofficerstaffschedule.CurrentlyyouhavetwoPEO'sscheduledforMondays,threePEO'sscheduledforTuesdays-FridaysandonePEOscheduledforSaturdays.Arevisedstaffingplanshouldbepresentedthatwillmaximizeparkingticketrevenue,whichshouldincludeatleasttwoPEO'sonSaturdays.InfacttheAFSMEcontract,section20.05,specificallyaddressestheSaturdaycoverage-
"thescheduleshallbesetsothattwoParkingEnforcementOfficersshallbescheduledtoworkeachSaturday"
Also,currentlythereisnoPEOscheduledfrom4to6P.M.onSaturdays.Yournewscheduleshouldincludecoverageupto6P.M.onSaturdays.Lastly,yourPEOstaffarecurrentlyscheduledandpaidforsevenhoursperday;howevertheirhoursdonotprovideforanun-paidlunchbreakpertheAFSMEcontract,section20.06,noraretheirhoursconsistentwiththecontractwhichrequiresa7.25hourworkday.Youmustrevisetheirschedulestoprovideforatleasta30minuteun-paidlunchbreak.PEO'smusthavetimetoeatontheirshiftandthattimeshouldbeun-paidtime.Theirtimeshouldalsobeconsistentwiththeircontract.3.VacantPart-timePosition.Youshouldpostandbeginthehiringprocessforthevacantpart-timeposition.Thatpositionshouldbescheduledtomaximizecoveragethroughouttheweek.Thispositionshouldbeusedtoprovidecoverageduringthegapsandshouldalsobeusedtoprovidevacationandsicktimecoverageforfull-timePEO's.Pleasebepreparedtoreportonthestatusofthishireatournextmeeting.DataReview:ItwasevidentinourmeetingthatyouareunfamiliarwiththetypeofdatathatcanbesuppliedbyComplusandyourvendorforthegaragesoftware.Pleasescheduleameetingwitheachvendortofullyacquaintyouwiththedatathatcan

obtainedfromyoursystems.PleaseletmeknowthedatesofthosemeetingssothatMs.Wrightmayalsoattend.Also,pleaseobtainthedatesandtimesfor"gatemalfunction"callsforthepastsixmonthsandprovideinformationonwhorespondedtothecall-whetheritwasanemployeeondutyoranemployeewhowason"callback".Thisinformationshouldbeavailablefromdispatch.Itisexpectedthatyouwillanalyzethisinformationtodeterminewhenthegateismalfunctioningmostfrequently.Atournextmeeting,bepreparedtoproviderecommendationstoreducetheamountofovertimerelatedto"callbacks".OrdinanceChanges:Pleaseprepareanordinance'changethatwillincreasethemonthlypassfeefrom$30toanewrate.Also,pleaseprovidearecommendationonwhatthenewmonthlyrateshouldbe.GarageStaff:YouindicatedthatyouuseGeorgeBeaupreandSamGartska-OsleyasGaragePersonnel;howeverGeorgeBeaupreislistedasaPEOinMUNISandispaidatGrade5,likeotherPEO'sandisamemberoftheAFSMEbargainingunit.However,youstatedthathedoesnotwritetickets.SamGarstka-OsleyislistedasaParkingMaintenanceAssistant,ispaidatGrade4andisanon-representedemployee.Itappearsthatyouhavetwoemployeesdoingthesamejob;howevertheyhavedifferentjobtitles,differentunion/non-unionstatus,areindifferentpaygradesandarepaidoutofdifferentaccounts.Thejobtitlesandresponsibilitiesofthesetwostaffneedtobeclarifiedandalignedtorepresenttheworkthattheydo.Futureideas:Youpresentedtwoadditionalchangesthatcouldbemadetomaximizeparkingmeterrevenueandticketrevenue.Specificallyyouindicatedthatwecouldrequirepaidparkingtill8:00p.m.eacheveningandalsopaidparkingonSundays.Theseareoptionswemaywanttoconsiderinthefuture,butourfocusshouldbeonmaximizingourrevenueswithourcurrentpaidparkingscheduleandmakingthestaffschedulechangesindicated.Lastly,pleasenoteweshouldbereceivingtheindependentauditoftheparkingdepartmentthatwasrecentlyconductedbyThomasJ.Scanlon,Auditors.Itisexpectedthattheauditwillprovidedirectionforfutureimprovementsintheparkingdivision.PleasecallmyofficetoscheduleameetingthesecondweekofJanuary.Ilookforwardtoworkingwithyouontheseissues.XC:SusanWright,FinanceDirector
