These regulations are adopted pursuant to RIGL Sections 20-1-2; 20-1-4; 20-1-8; 20-1-12;and 20-1-13; and Chapters 42–17.1; 20-15; and 20-18, and in accordance with Chapter 42-35, AdministrativeProcedures Act, of the Rhode Island General Laws of 1956, as amended.

R.I. Hunting Regulationsfor the 2011-2012 Season
 
RULE 1 - PURPOSE
The purpose of these Rules and Regulations is to establish hunting seasons; to setthe possession and bag limits; and to regulate the manner of hunting in order toefficiently manage the wildlife resources of Rhode Island.
RULE 2 - AUTHORITY
These Rules and Regulations are promulgated pursuant to RIGL Chapters 42-17.1;20-15 and 20-18, and Sections 20-1-2; 20-1-4; 20-1-8; 20-1-12; and 20-1-13 and inaccordance with Chapter 42-35, Administrative Procedures Act of the Rhode IslandGeneral Laws of 1956, as amended.
RULE 3 - APPLICATION
The terms and provisions of these Rules and Regulations shall be liberally construedto permit the Department to effectuate the purposes of state law, goals, and policies.
RULE 4 - SEVERABILITY
If any provision of these Rules and Regulations, or application thereof to any personor circumstances, is held invalid by a court of competent jurisdiction, the validity ofthe remainder of the Rules and Regulations shall not be affected thereby.
RULE 5 - SUPERSEDED RULES AND REGULATIONS
On the effective date of these Rules and Regulations, all previous Rules andRegulations, and any policies regarding the administration and enforcement ofHunting Regulations shall be superseded. However, any enforcement action takenby, or application submitted to, the Department prior to the effective date of theseRules and Regulations shall be governed by the Rules and Regulations in effect atthe time the enforcement action was taken, or application filed.
RULE 6 - DEFINITIONS
For the purposes of these regulations, the following terms shall have the followingmeanings:
Antlerless deer
- deer having no antlers or antlers less than three (3) inches inlength.
Bearded turkey -
a turkey that carries a visible beard, i.e., a
 
tuft of stiff filament-likefeathers projecting outward and downward from the center of the chest.
