Baldwin Hills/Crenshaw Homeowners’ Coalition (“BHCHC") is an alliance organization that includes the Baldwin Hills Estates Homeowners Association, Baldwin Neighborhood Homeowners Association, Baldwin Village Gardens Homeowners Association, Cloverdale/Terraza/Sanchez/Weatherford Homeowners Association, Crenshaw Neighbors Association, Expo Neighbors Association, Orange Drive Homeowners Association, United/ Windsor Hills/View Park Community Council, Veronica/Sanchez/Sycamore Block Club, and Village Green Homes Association. ‘The organizations within our alliance extend from La Cienega Blvd. in the west to Western Ave. in the east, Jefferson to the north and Slauson to the south. At last survey our organizations collectively represent 60,000 households. BHCHC was created in 1987 to address a proposed nightclub at the comer of La Cienega and Rodeo Rd. After proving successful, we decided that an alliance was necessary so ‘we could collectively tackle large issues. The largest issue we've tackled to date is the North Outfall Replacement Sewer project, where, with the assistance of Connie Rice, Esq., we were forced to go into court to sue the City to address the odors coming from the sewer system, which were making our community unbearable. A consent decree was signed and is currently being enforced. In October 2007, BHCHC agreed to formally coordinate with the efforts of Expo Communities United (“ECU”) and Save Leimert Neighborhood Coalition on this Expo Line issue. In April 2008 the three organizations came together to create the non-profit public benefit corporation United Community Associations (“UCA”) Qa Please describe the Baldwin Neighborhood Homeowners Association. Q. _ Whatis the purpose of your testimony? ‘A. My testimony describes the concerns of the Baldwin Hills/Crenshaw Homeowners Coalition and the 60,000 households we represent. We are concemed about the hazards and community impacts of the proposed Expo Line at the Farmdale Avenue and the Expo Line in general. Q. — Whatare the concerns about the Farmdale crossing? AL There’s just a fundamental difference between the Expo and the community of how we view the Farmdale crossing. The flood of students on the sidewalks in the morning makes it difficult for motorists on their way to work. The worst possible thing one could do is add frequently running (up to 30 times an hour), high-speed (up to 55 mph) trains to the environment. It is simply inconceivable to our organization that MTA would even propose
