Even though Connecticut has managed to reduce the number of high schools where fewer than 60 percent of high school freshmen make it to senior year -- from 13 in 2002 to four in 2010 -- its four-year graduation rate during that same period has declined from 79.7 percent to 75.4 percent. As such, it is among states labeled as a "challenge" by authors of the report.

should benefit from models of success and help promote the use of evidencebased
strategies, school turnaround and replacement models, and researchbased
interventions. The U.S. Department of Education’s Institute of Education
Sciences (IES) What Works Clearinghouse (WWC) is a central source of scientific
evidence for what works in education, available at http://ies.ed.gov/ncee/wwc
