ABSTRACT

Economic growth in South Balikpapan affects the physical development of the city, followed by the development of new areas, and will affecting the morphology of the city. South Balikpapan Morphology in the form of hill area and coastal cause some regions will have a vulnerability to natural disasters. The aims of this study are to assess the physical environment vulnerability in the region of South Balikpapan coastal to disasters and assess the implementation of existing environmental management strategies facing environmental vulnerability. Vulnerability assessment of the coastal physical environment to disaster areas in South Balikpapan performed in spatial approach by using descriptive qualitative survey research method. The analysis performed includes the analysis of vulnerability to the coastal physical environment region which explains the level of vulnerability to the danger of landslides, floods and abrasion. The result of Multihazard analysis obtained from overlay of three vulnerability levels. Analysis of environmental management strategies carried out by analyzing the disaster management policy that formulated and implemented in South Balikpapan and using SWOT analysis to provide recommendations strategy as inputs for local governments. The results of physical environment vulnerability and multihazard analysis showed that part of South Balikpapan that has largest area in Very vulnerable class is Gunung Bahagia district with 220,14 ha or 35% of total region. The total area of Very safe class from multihazard is in Sepinggan district with 261,99 ha or 88,6% of total region. Disaster management activities in South Balikpapan refers to the Law no. 24 of 2007 on disaster management and Government policy no. 64 of 2010 regarding disaster mitigation in coastal zones and small islands. Balikpapan government has the Fire and Disaster Management Agency (BPBK) by Local policy no. 21 of 2008. Local governments in South Balikpapan need to prepare a regional policy for vulnerability to the physical environment in its coastal region to cope with disasters by considering other aspects such as the biotic environment and culture environment so that the resulting policies can touch all aspects of sustainable management. Local governments shall socialize the information to the public so the coastal vulnerability can be considered.
