Carlson, Colleen K i Joanna Plattner Mattson {joannapmattson@gmail.com] | Wednesday, January 25, 2012 3:64 PM schoolboard@seattleschools.org Urgent - regarding Procedure No. 16208 - to be discussed tonight Dear Directors of the School Board, | Director Michael DeBel, the President of the School Board, has created a proposal to more clearly define roles and responsibilities for the relationship between the School Board, Superintendent, and School District Staff. The policy Clarification says that in order to have a healthy, productive, mutually respectful working relationship between the School Board and Superintendent, the School Board's responsibilty is to set policy with input from the community and the school staff, and the Superintendent's responsibilty is to implement and manage those policies. Tt draws the ine between governance (the Board's responsiblity) and management (Superintendent's responsibilty) | Please vote on favor of Board-Superintendent Relationship Procedure No. 1620BP. Do not delay in approving such an important procedure given our need for a high quality superintendent. Thank you, Joanna Mattson 1515 5th Ave. W. Hello Seattle School Board, am emailing you all to encourage you to vote yes on the Board-Superintendent Relationship Procedure that would have been brought to vote this past Wednesday if it wasn't forall the snow. First I applaud you all for developing this policy a5 was long overdue and will do much to improve the effectiveness of the board and superintendent. This policy lays the ground work for establishing a commitment to mutual respect and trust between the school board and the superintendent. By doing this, the board is making a public commitment to act within the confines of their board responsibilities and act as policy makers and governors of the district. Work that is far from done, but for which all board members will have a lot to contribute. The board will provide much needed oversight of the Superintendent via annual evaluations but they should trust this person to have the authority regarding district staff. Tt also helps to avoid undo burden of work load on a central staff that have seen many cuts in the past few years. This policy builds on the work the prior board has done to address gaps in polices as per the State Auditor's report. Ths is the right time to pass this policy as it will mean a lot about the quality of individual Seattle will be able to attract as its next superintendent, ‘Thank you for all the hard work that you do for Seattle's school childern, Sincerely, Barbara Kelley bikelley62@hotmail.com | 206.860.2944 | 206.349.1697 cell] Carlson, Colleen K eK From: ‘Smith-Blum, Kay [ksblum@seattleschools.org] Sent: Friday, January 20, 2012 7:37 AM Te Barbara Kelley Subject: Re: Vote Yes on Board-Superintendent Relationship Procedure Thanks Barbara, just to be clear, we DO have a Policy 1520 in place now ~ we passed it last June. Plus, we have a detailed ‘communications protocol that deals with most of the issues addressed in the new Board Procedure doc being proposed. We are very well "covered and from my frame, we ALL need to be around the same table to properly craft the final language. We will hopefully be able to set a date by March 15th to do this work. That should sync nicely with our receiving candidates for interviews around the end of March and early April. Thanks again for your input. Am attaching the Bellevue Schoo! District's comparable policy -as you can see ~it is much higher level. After research, of 25 urban districts, none of them have a procedure attached to any policy regarding Board/Supt relationship. SO — we are ground breaking ~ and we MUST get this right, > My hope is we can designate some time in the next 6 weeks to sit around a table together ~ ALL 7 of us -to craft the language that is implementable. EVERY board member is committed to having a procedure in place. But the unfortunate part of jst one person authoring and then others weighing in at different times in different ways, it becomes a circular conversation. > My suggestion willbe to set a time/date/place certain to have this conversation by March 20th —long before we are interviewing candidates for Supt. > Thanks for your message. | believe we can land this and it will strengthen us as a Board. > Best, > ksb > kay Smith-Blum > Director, District 5
