The year 2011 has been a year of intense activity for RASTR. We carried forward ourintervention in Beggary / Destitute Relief System and Social Security; opened new vistassuch as e-governance in Urban Local Administration, protecting the interests of farmers,enabling food security and protecting the environment; forged fronts for united action likethe KRTIF; joined hands with like-minded citizens for deploying a strong system to tacklecorruption, through the Lokpal Act; continued educating citizens about their rights and dutiesthrough various awareness programmes on RTI, Civic Affairs, etc.; and participated in thelaw making process by providing critique to several important bills like the GrievanceRedress Bill, 2011 of GoI & Karnatak Guarantee of Services to Citizens Bill, 2011.This report presents a concise account of the prominent activities of RASTR during 2011;other important matters of the Trust; and provides a glimpse of the programmes andactivities we plan to take up in the near future. We have also tried to present a shortintroduction to RASTR through glimpses of our Fundamentals, Vision and Outlook forreaders' information.
Overhauling the Destitute / Beggary Relief System
In 2011, we stepped up our efforts to overhaul and to bring systematic changes in theDestitute / Beggary Relief system. Earlier in July 2010, after 3 years of comprehensivestudy, RASTR had published the report of the Audit of Beggary Relief System, which may beaccessed athttp://www.scribd.com/doc/79078032/A-Public-Audit-of-Beggary-Relief-System.The
Audit concluded that the Beggary Relief System and the implementation of the
Karnatak Prohibition of Beggary Act, 1975 
have failed completely.
Based on the Auditfindings several important recommendations to implement the
Karnatak Prohibition of Beggary Act, 1975 
in its letter and spirit were made to the Government several times. Social Security Act (SSA)
with following important components / coverage / provisions:
to establish a permanent support mechanism to cater to destitution, unsupportedsenior citizens, orphanhood, disability, illness, calamities, etc.
to ensure minimum food, healthcare, shelter, educational, employment and insuranceopportunities (insurance against calamities, injuries, loss of life / employment / shelter,etc.) to all citizens
create a Social Security Authority to supersede the CRC
de-criminalise beggary; to have relief centers to house destitute temporarily; only able-bodied repeat offenders to be subjected to punishmentOur persistent efforts to move the Social Welfare Department and the CRC did not yieldresults. Rubbing salt into the wound, the Government of Karnatak transferred 123.3 acres ofland meant for Destitution Relief in Bengalooru to the Bengalooru DevelopmentAuthority (BDA) in June 2010. BDA called for tenders to build Commercial complex, StarHotel and luxury apartments in the said land
