Paul,MN55155RepresentativeMorrieLanning379StateOfficeBuildingS1.Paul,MN55155DearGovernorDayton,SenatorRosenandRepresentativeLanning:MinneapolishasbeenhometotheMinnesotaVikingssince1982.IbelievethatourCityshouldbetheirhomeforthenext30years.TheVikingsareagreatstatewideasset,andtheirfansprovideimportantsupporttoourlocalandregionaleconomy.IalsobelievethattheMinneapolisConventionCenterandTargetCenterareimportantstatewideassetsthatcontributesignificantlytothelocalandregionaleconomy.AsaMinneapolisCityCouncilmember,Istandreadytobethelocalpartnerforastadiumsolution.IwillnottakeavoteonaVikingsstadiumthatviolatestheCity'scharter.IstandfrrmlybehindtheprinciplethatsalestaxescollectedbythestateinMinneapolisshouldstayinMinneapolistobeusedtobuildandsustainstatewideassetsinourCity.Toprovidethelocalpartnercontributionofcapitalandoperatingsupportforanewstadium,Isupportthelegislaturerepurposingthefollowingexistingstate-authorizedtaxes(theConventionCenterTaxes)intheCityofMinneapolis:a.0.5%generalsalestax;b.3%downtownrestauranttax;c.3%downtownliquortax;d.2.625%lodgingtax.Inadditiontoprovidingcapitalandoperatingfundsforanewstadium,repurposingtheseabovestate-authorizedtaxesoffers:a.AdequatecapitalandoperatingexpensesfortheConventionCentersothatitcontinuestobeacompetitivefacility;b.AdequatecapitalandoperatingexpensesforTargetCentersothatitcanretainitstenantsandbeanattractiveentertainmentvenue;c.Substantialpropertytaxrelieftobusinessandresidentialpropertytaxpayers.Toachievetheseobjectives,Isupportlegislationthatwouldmaintainthecurrentstate-authorizedConventionCenterTaxesanddirecttheuseofthosetaxesasfollows:a.ToanewstadiumauthoritytobeusedtofundaportionofthecapitalandoperatingexpensesofanewstadiumlocatedattheDowntownEast(Metrodome)site,andb.TotheCityofMinneapolistobeusedtofundMinneapolisConventionCentercapital,operatingandmarketingexpenses,TargetCenterdebtservice,capitalandoperatingexpensesandsavingstotheCity'sgeneralfund.

It
iseasilyaccessiblefromthesubstantialexistinghighwayandtransitinfrastructure;b.TheDowntownEastLRTstationservesboththeHiawathaandCentralCorridorlines,bothofwhichcantransportthousandsoffanstoandfromgames;c.Theareahassignificantfuturedevelopmentpotential,including25acrescurrentlyownedbytheStarTribunewhichmaybeforsaleandwillcomplementhousing,commercialandculturalfacilitiesdevelopedwithinthelast15yearsneartheMetrodome;d.
It
isthelocationmostfamiliartoandsupportedbymostMinnesotans,whohavebeencomingtotheMetrodomefor30years.e.Lodging,parking,andhospitalityoptionsatavarietyofpricelevelsarelocatedwithincloseproximity.Constructionofanewmulti-purposestadiumandcapitalimprovementstoTargetCenterneedstoputMinneapolisresidentstowork.Towardsthatend,Isupportaplanwhereby:a.ApercentageofconstructioncontractsequaltoorgreaterthanotherMinneapolisdevelopmentprojectsbeawardedtowomenandminorityownedbusinesses;b.Theconstructionworkforceincludesskilledminority,unskilledminoritiesandfemalesandcommitstoachievingworkforceutilizationgoalsthatexceedcurrentcitygoals;c.TheconstructionworkforcealsoincludesworkersfromMinneapoliszipcodesthathavehighratesofpovertyandunemployment.d.ConcessionairesatthenewstadiumreflecttheethnicdiversityofMinnesota.IalsoexpectacommitmenttoincludethecommunityinmitigatingtheeffectsontheneighborhoodsaroundTCFStadiumondaysthattheVikingsmayplaythere,andacommitmenttoengageinprogramminginMinneapolisparksforresidentswhomaynotbeabletoattendVikingsgames.Ilookforwardtoworkingwithyouandotherstateleadersinthedevelopmentoftheplanthatmeetsoursharedgoals.Iwouldbehappytodiscusstheseideaswithyouatanytime.Thankyou.DianeHofstede,Ward3CouncilMember
