In 1988, Phil moved to Austin Texas, where he oversaw the creation of the
Texas Highway Patrol Association. Aside from his work with the public safety
education, Phil is also a writer. His course on public safety and citizenship is
taught in schools across the America, including the Austin ISD. His article,
“The Psychologist as TV Guide,” was published in Psychology Today magazine,
has been cited in various professional journals, as well as in the textbook
Values and Knowledge by Terrance Brown.
Phil has interviewed and profiled a range of creative artists and public figures,
including Roy Scheider, Sally Fields, Dennis Franz, Chief Daryl Gates,
director Robert Benton, Texas Attorney General Dan Morales, future
Governor of Texas, Rick Perry and journalist Bill Moyers — who considered
Phil's subsequent profile to be “my favorite interview I did on that tour.”
