VERRILLI, JR.,ON BEHALF OF THE PETITIONERSGENERAL VERRILLI: Mr. Chief Justice, andmay it please the Court:The Affordable Care Act addresses afundamental and enduring problem in our health caresystem and our economy. Insurance has become thepredominant means of paying for health care in thiscountry. Insurance has become the predominant means ofpaying for health care in this country.For most Americans, for more than 80 percentof Americans, the insurance system does provideeffective access. Excuse me. But for more than 40million Americans who do not have access to healthinsurance either through their employer or throughgovernment programs such as Medicare or Medicaid, thesystem does not work. Those individuals must resort tothe individual market, and that market does not provideaffordable health insurance.3
