While I feel that this solution has possibilities, it still puts the lender in the drivers seat with the borrowers and allows for unfair and arbitrary judgment of the borrowers ability to pay. It would require more manpower to filter through each and every underwater loan and the time involved would drive more and more homeowners into greater debt or default.
