A former Boyne CityFire Department officer,with over ten years of serv-ice with the department,has been discharged fromthe department andcharged with embezzle-ment of over $20,000.During the preparationof this year’s City budgetFire Chief Dennis Ames-bury and Assistant Chief Jack Bush discovered ex-cessive expenditures in theFire Department’s gas andoil account. They re-quested that the BoyneCity Police Department in-vestigate the matter. Theinvestigation quicklypointed to Derby Arly(Buddy) Hayden IV using adepartment gas card to fuelprivate vehicles and con-tainers not associated withthe Fire Department.When confronted with thefindings of the investiga-tion Mr. Hayden admittedwhat he had done. Thematter was turned over tothe Charlevoix CountyProsecutors office and onFebruary 13, 2012 he wasterminated from the BoyneCity Fire Department. Theinvestigation found noother persons involved.The embezzlement tookplace in increasingamounts over severalyears. The City antici-pates, and will insist upon,full recovery of the amountstolen, either by the sus-pect or the City’s insurancecompany.Upon discovery of thesituation the City pre-sented it to its auditors, in-surance company, attorney,City Commission, depart-ment heads, employees and

LANSING—Thanks to the per-sistent efforts of Sen. HowardWalker, the Michigan House of Representatives has reversedcourse and decided to restorefunding to keep welcome centersopen every day in three northernMichigan cities.Last December, Walker au-thored a budget amendment toHouse Bill 5014 that ensuredfunding to keep the welcome cen-ters open seven days a week, butthe House stripped Walker’samendment from that measure.After weeks of negotiationswith House leaders and the gov-ernor’s office, Walker convincedthe House to restore the moneyin a separate supplementalbudget bill.“It was important that fundingwas included for these centers,”said Walker, R-Traverse City. “I,along with others, worked hardlast fall to ensure that our north-ern Michigan welcome centerswould remain open to serve thepublic. They are integral to theregion’s economy, and I am happyto now hear that the House willbe restoring this funding.”With Walker’s push, HouseBill 4289 allocates $200,000 to keepthe welcome centers in Sault Ste.Marie, St. Ignace and MackinawCity open seven days a week.Since the early fall of 2011, theMichigan Department of Trans-portation has closed the welcomecenters two days a week.Walker’s change will enable thecenters to stay open at least eighthours a day, every day of theweek.

FSA Michigan StateExecutive Director, ChristineWhite says dairy prices mayauthorize potential MILCpayments, but all dairy pro-ducers need to be aware of the program requirementsshould those conditionsarise.Dairy operators currentlyenrolled in MILC, need to no-tify the local county office if there have been any changesto their dairy operation.If a payment rate is an-nounced, dairy producers en-rolled in the MILC programwill need to provide the localcounty office with documen-tation showing the eligiblemilk production and commer-cial milk marketing for themonths with a MILC paymentrate in effect.When producers enroll inMILC, a payment start monthis selected. This month re-mains the same through allprogram years, unless achange is requested by thedairy. Dairy producers are al-lowed to change their startmonth an unlimited numberof times throughout their en-rollment in MILC providedthat the changes are re-quested timely.MILC program participantsare also required to complywith FSA’s Adjusted Gross In-come requirements each fis-cal year. Things may be warming up in NorthernMichigan’s agricultural economy. With theU.S. Department of Agriculture’s (USDA) re-cently released revision of the Plant HardinessZone Map, it appears the climate here in the“tip of the mitt” may be just about ready tosupport a new cash crop; cotton.“This could be very big news for our area,”relates horticulturist Bud Vaise, “A good partof our growing climate has gone from a Zone 4to a Zone 5, and some areas from a Zone 3 to aZone 5. Now technically, we should be rated asa Zone 7 or 8 to be ideally suited to grow a croplike cotton, but we have some fairly innovativefarmers up here…I think they just may be ableto make this happen.”The USDA’s Plant Hardiness Zone Map di-vides the U.S. and Canada into 11 differentzones, each based on a 10 degree Fahrenheitdifference in the average annual minimumtemperature each zone experiences during theyear. So the jump in one or two zone classifica-tions represents between a 10 and 20 degreerise in the average minimum temperature dipthese designated areas will experience.“Cotton may be a bit of stretch right now,”observes Hardy Sole, a third-generation farmerlocated in Charlevoix County, “but we aregoing to give it a go by starting in the green-house around April Fools Day and transplant-ing to the fields sometime in May. Cottontypically takes about five months to grow fromseed to harvestable plant…so we may be push-ing the envelope a bit, but if it works…wecould very well be sitting in tall cotton here in

the north!”Weather or not cotton may join cherries, applesand potatoes as staples of the Northern Michiganagricultural economy remains to be seen. Such amove may prove highly profitable to those farmersdaring enough to “take the heat,” or it may turn outto be a fool’s errand indeed.
