SenatorSESSIONS.Thankyou,Mr.Chairman.I,too,wanttoex-pressmyappreciationforyourassistanceinmovingthisnominee.Althoughwefussaboutthisorthatnominee,wehavehadgoodsuccesswithAlabamaDistrictJudges.ThiswillbethethirdAla-bamaDistrictJudgethatSenatorShelbyandIhavesupportedthatwillbeconfirmedandIamhopefulthatwecandothisbeforewerecess.Ithankyoufortakingtimeoutofyourscheduletomovethisnomination.MarkFullerisanoutstandingAlabamalawyer.Inmyview,hehasthenecessaryexperience,temperament,andlegalknowledgetoqualityfortheMiddleDistrictofAlabama.Itisabusycourt,prob-
1305ablyoneofthetop24courtsinAmericatodayoutof500incase-loadperjudge.Sowedoneedtomovethisjudgeshipforward.Letmejustsayafewwords.Heisahome-grownproduct,bornandraisedinEnterprise,Alabama,oneofthegreattownsintheState.HegraduatedfromtheUniversityofAlabamaSchoolofLawin1985andthenreturnedhometopracticewithoneofthetrulyoutstandinglitigationfirms,Cassady,FullerandMarsh.Afterasuccessfulstintinprivatepractice,concentratingoncor-porateandinsurancedefensebutalsopracticingintheareasofdo-mesticrelationsandrealestate,Mr.FullerjoinedtheDistrictAt-torney'sofficeasChiefAssistantDistrictAttorney.Since1996,hehasrepresentedthepeopleofPikeandCoffeeCountiesinthepros-ecutionofallcriminalmatters,andheiscurrentlytheDistrictAt-torneyforthatoffice,havingbeenappointedtothepositionin1997andelectedtoa6-yeartermin1998.Mr.Fullerhasbeeninvolvedinover5,000casesandthisexperi-encehasbeenbalanced,with56percentbeingcriminaland44per-centcivil.EventhoughhiscurrentpositionasDistrictAttorneyplacesadditionalemphasisonadministration,heknowswhatitisliketobeinthetrenchesbecausehecontinuestobeinvolvedinjurytrials.ThispracticalextensivetrialexperiencehaspreparedMr.FullerforsuccessontheFederalbench.Itwillallowhimtohitthegroundrunning,havingtheadministrativeknowledgethatwillallowhimtomanagethecaseloadasaFederaljudgeandthelitigationknowledgethatwillhelphimunderstandtheissuesandproblemsfacedbythelawyers,witnesses,andpartieswhoappearbeforehim.Hehasbeeninvolvedinthecommunitysubstantially,beingafoundingmemberofSAVE,StudentsAgainstViolenceinEdu-cation,andtheCoffeeCountyTeenCourt,whichisaninnovativewaytogetteenagersinvolvedinthecommunitywhendealingwithjuvenilecrime.HehasservedontheBoardofDirectorsoftheCof-feeCountyHabitatforHumanityfor4yearsandhasservedasamemberofFACE,FamiliesandChildEducationalServices,from1997topresent.Hisreputationasalawyerisoutstanding.Inadditiontobeingrated"qualified"bytheABA,hehasan"A
