I am a barangay Captain of Dacal, Sanchez-Mira, Cagayan Valley, this is to inform you that one of the US citizens which is in a mental incapacity/disorder sent by her Mother in order to cure him for the said sickness, he should be in a rehabilitation and treated by the specialists instead of staying to a family who don't care his situation and not even related to him. He is one of the problems here in our community, he do gestures/actions that affects the silence and privacy of the community people. He is not suppose to be here in the Philippines because the US government is paying for his development. The name of the person I am talking about is NOLI IGNACIO. Please do actions in order to send him back in Hawaii. . We are hoping for your immediate actions because he is now staying here for almost two years. Thank You.
