POSITION OVERVIEW
Directs the risk management function for the company to include audit, business continuity, bonding,compliance, and contracts. Implements new programs and enhances existing programs to supportstrategic direction. Develops objectives to maximize safety and soundness. Leads, manages, andcoordinates the planning, production, and activities related to risk management. Responsible forcompliance and for significant contribution to the formulation, development, recommendation,implementation and administration of Credit Union-wide policies and business goals. Develops andimplements an internal controls program that ensures the safeguarding of Credit Union assets and isin compliance with regulatory policy and procedures. Serves as primary liaison with AFFILIATECOMPANY management in their respective specialty areas
RISK MANAGEMENT:
1.
Oversees and manages all phases of risk management.
2.
Works with Executive and Senior Management in setting short-term and long-term objectivesnecessary to achieve revenue goals and all other goals and objectives .
3.
Oversees all audit functions and recommends external audit firms to the Supervisory Committeeand/or Executive Management.
4.
Works with external audit firms selected by the Supervisory Committee and/or ExecutiveManagement.
5.
Works with the NCUA in the fulfillment of their regulatory compliance audit functions.
6.
Formulates and implements an annual audit plan.
7.
Develops appropriate business continuity plans and tests the plans on at least an annual basis.
8.
Maintains bonding coverage for the firm and recommends appropriate enhancements, additions,or changes to Executive Management.
9.
Oversees all fraud prevention and fraud detection activities.
10.
Maintains all company contracts.
11.
Maintains company bylaws and policies and assists with their development and/or revision asnecessary.
12.
Reviews, evaluates, and recommends risk management services based on requirements,priorities, and cost constraints.
13.
Manages, educates, and develops direct reports.
14.
Maintains Vendor Oversight Program and conducts quarterly due diligence reviews of critical thirdparty providers.
15.
Maintains Emergency Preparedness Program.
COMPLIANCE:
 
1.
Keeps abreast of, monitors, and analyzes developing trends and changes in regulatory compliancelaws, rules and regulations, and advises management of the operational impact of such trends andchanges. Facilitates implementation of new regulatory requirements and changes as necessary.2. Develops, participates in, and reviews proposed changes to Credit Union policies/procedures forcompliance with applicable regulatory and consumer/public interest laws, rules and regulations,and provides recommendations for necessary changes.3. Reviews, revises and develops Credit Union forms, marketing materials, contracts, agreements,and disclosures to ensure compliance with applicable laws, rules and regulations. Interfaces withlegal counsel and/or bonding agency to ensure that the terms and conditions set forth in forms,contracts, agreements and disclosures are accurate, complete, meet the needs of and properlyprotect the Credit Union.4. Develops and maintains a Compliance Training Program which effectively addresses therequirements of applicable laws and regulations, the Credit Union’s related policies andprocedures, and employee responsibilities. Coordinates with the appropriate departments, assists,or conducts compliance training for all applicable new and existing employees on an ongoingbasis.5. Whether self-initiated or at the request of management or staff, conducts research of individualregulatory-related matters (i.e., practices, proposals, etc.), identifies and communicates regulatorycompliance, deficiencies or potential problems, and provides guidance in the development of alternative solutions or implementation of corrective action. Provides written responses (asapplicable) to inquiries of a regulatory nature, supporting analysis, conclusions andrecommendations upon well-investigated and documented research of regulatory requirements.6. Participates in new product development and provides input regarding complianceconcerns relevant to proposed and current products and services offered by the CreditUnion, including electronic delivery services such as the Internet.7. Ensures compliance with the BSA, OFAC, Anti-Money Laundering, Patriot Act, and Credit Unionpolicies and regulations. Reviews and updates programs and policies at least annually. Serves as BSAand OFAC Compliance Officer of these areas. Ensures compliance through third-party provider (THEAFFILIATE COMPANY) and acts as liaison on compliance issues.8. Maintains daily and periodic review of FinCEN, Treasury and NCUA regulatory and interpretivechanges.9. Oversees Member Identification Program for adequacy. Oversees CTR and SAR reporting andretention of copies and supporting documentation in conformance with law.10. Assists the Executive staff in training and disseminating information related to complianceexpectations and members in preventing loss of funds and Identity Theft.
PROJECT MANAGEMENT/MISCELLANEOUS
1.
Personally or through others, directs and/or coordinates internal and external resources(vendors) to achieve objectives. Develops and documents project plans and updates to ensurecompletion. Analyzes project results. Reports on project expenditures in relation to budgetedexpenses.
2.
Primary liaison with legal counsel on lawsuits and shepherds through process to ensure timelyresponse.
3.
Maintain Risk Management databases.
4.
Primary staff liaison for the Supervisory Committee.5.Utilizes tact and experienced-based knowledge to resolve more complex member (internal andexternal)concerns/problems and operational issues by representing the Credit Union in a professionalmanner and maintaining positive member relations.6. Performs other compliance, administrative, risk management and project work as assigned by theEVP.
REQUIREMENTS:
BA/BS degree in Business, Management, or a related field.
A Master’s degree or JD is preferred
.Five (5) years’ experience in the field of risk management, operations, lending and/or finance. Five (5)years of management and leadership experience. Occasional travel may be required. Knowledge of the principles and practices of effective leadership, budgeting, statistical analysis and project
