PRESIDENT, MY FELLOW COUNCIL MEMBERS AND TO ALLOF YOU HERE TONIGHT, WE WANT TO THANK YOU FOR THISOPPORTUNITY TO SHARE OUR HOPES, VISIONS AND CREATIVEWAYS TO MOVE THE CITY OF KINGSTON FORWARD.WE ARE STILL IN THE MIDST OF CHALLENGING ECONOMICTIMES BUT FOR THE FIRST TIME IN A LONGTIME WE CAN SENSEA RENEWED SPIRIT AND HOPE SWEEPING THRU THE CURRENTCOMMON COUNCIL AND WITH THE CITIZENS OF KINGSTON.IN A BI-PARTISAN SUPPORT THE CURRENT ADMINISTRATION HASTAKEN ON THE TASK OF CLEANING HOUSE AND OFFERINGLEGISLATION TO ADDRESS THE QUALITY OF LIFE ISSUES THATWE ARE CONFRONTED WITH AFTER MANY YEARS OF NEGLECT.THE EFFECTS OF NOT ENFORCING RULES AND REGULATIONS INANY MANNER OF CONSISTENCY HAS CAUGHT UP WITH US.THE CITY OF KINGSTON HAS MANY THINGS TO BE PROUD OF INITS PAST, IN ITS AMENITIES, IN ITS CIVIC LIFE AND IN ITSHISTORIC PROPERTIES-BOTH DOWNTOWN, MID TOWN ANDUPTOWN. BUT YEARS OF DISINVESTMENT IN HOMES HAVE
 
 
WEAKENED SOME NEIGHBORHOODS AS DESIRABLE PLACES TOLIVE. PEOPLE WITH CHOICES TOO OFTEN HAVE MOVED AWAY.THIS IS AN INCREASING CHALLENGE FOR THE COMMUNITY ANDITS POLITICAL AND CIVIC LEADERS.TODAY THE CITY HAS FEWER WELL PAID JOBS, A HIGHERPERCENTAGE OF LOWER INCOME HOUSEHOLDS AND A GREATERPERCENTAGE OF HOUSES USED FOR RENTALS. SOME OF THOSEINDIVIDUALS WHO INVESTED IN RENTAL PROPERTIES HAVERECOGNIZED THAT HOUSING VALUES ARE NOT KEEPING UPWITH INFLATION OR THEY ARE PLUMMETING DUE TO THEECONOMY. SO THEY CONCLUDE THAT THE ONLY WAY THEY CANMAKE A PROFIT FROM RENTALS IS TO MINIMIZE MAINTENANCEON THEIR PROPERTIES. IN EFFECT THEY BUY THE PROPERTY ON
