The color used in your mockups seem very harmonious and effective. One suggest is to leave out the golden yellow and use orange instead. To group the buttons in the global navigation, I suggest using a single long bar to include all the buttons in. More white space between sections.

Surong, your mock up has a great improvement form the first phase.The color scheme seems harmony. In particular, I like the left menu bar. It is well organized. It is really a good way to put many tabs/ buttons in.
