TRINITY PARKWAY LSS FOREWORD-1

Limited Scope Supplemental to theSupplemental Draft Environmental Impact StatementTrinity ParkwayFrom IH-35E/SH-183 To US-175/SH-310, Dallas County, Texas
FOREWORD
The National Environmental Policy Act of 1969 (NEPA) establishes a process that requires thepreparation of detailed environmental documentation when federal actions are proposed with potentiallysignificant environmental impacts. An Environmental Impact Statement (EIS) identifies the probableenvironmental consequences (beneficial and/or adverse) of each alternative, including ways to mitigateunavoidable impacts.This Limited Scope Supplemental (LSS) to the Supplemental Draft Environmental Impact Statement(SDEIS) is consistent with the regulations of the U.S. Department of Transportation’s (USDOT) FederalHighway Administration (FHWA) (23 Code of Federal Regulations (CFR) Part 771). These regulationsprescribe the policies for implementing NEPA and the regulations of the federal Council on EnvironmentalQuality (CEQ) (40 CFR Parts 1500-1508). This document is also consistent with the FHWA regulationsgoverning metropolitan transportation planning (23 CFR Section (§) 450.318).This LSS for the proposed Trinity Parkway project from Interstate Highway (IH)-35E/State Highway (SH)-183 to U.S. Highway (US)-175/SH-310 in the City of Dallas, Dallas County, Texas provides an update onimportant events affecting the proposed project that have occurred since the FHWA approved the SDEISfor circulation to government agencies and the general public on February 19, 2009. The LSS alsocontains supplemental information intended to enhance the analysis of alternatives presented in theSDEIS. The LSS has been prepared by the FHWA, the Texas Department of Transportation (TxDOT),and the North Texas Tollway Authority (NTTA) in cooperation with the U.S. Environmental ProtectionAgency (USEPA) and the U.S. Army Corps of Engineers (USACE) to provide new or additionalinformation and analyses, which the decision makers and general public need prior to determining what, ifany, federal action may be undertaken. Specifically, the following major items are included in the LSS:
Update on the project development process;
Results of further studies related to Dallas Floodway system deficiencies identified by the USACEon April 1, 2009, including any impacts of Trinity Parkway alternatives on levee remediation;
