is
a
working paper, the first in a planned
series

reports on Soviet military policy-making.

emphasize
at
the
outset
the
paucity
of
informa-tion
on
the Soviet decision-making process--a lack ofevidence that constitutes an important gap in intellisgence.
It
is
hoped that this paper
will
underscore
tHe
need
for
more
information relating
to
Soviet policyformulation.
W
examine here the Higher Military Council andoffer tentative conclusions about the
use
of
this
insti-tution by Khrushchev and
the
military for
their
variouspurposes.
A
second study on military decision-making
will
dis-
.
cuss
the
roles
of
indluldual presidium
members
and
lead-
ing
party, government and dilitary personnel
in
thepolicy-making process.
A
third study
will
reexamine
the
role
of
the military's
main planning institution, the
Generial
Staff
.
Although th&s paper has not been coordinated withother
offices,
the author has benefited much from dfs-cussion
of
the
topic with
colleagues
in
other
offices
of
