T h i s r e g u l a t i o n p r e s c r i b e spolicies and procedures for the Depart-ment of the Army Civilian Police and Se-c u r i t y G u a r d P r o g r a m . I t c o n t a i n sprovisions for the selection, management,employment, training, and certification of Department of the Army civilian policeand security guards.
This regulation applies tot h e A c t i v e A r m y , t h e A r m y N a t i o n a lGuard/Army National Guard of the UnitedStates, and the U.S. Army Reserve, unlessotherwise stated. Also, it applies to allDepartment of the Army employees as-signed to 0083 and 0085 positions andcontract security personnel involved in thesafeguarding and protection of personneland property.
Proponent and exception authority.
The proponent of this regulation is theProvost Marshal General. The proponenthas the authority to approve exceptions orwaivers to this regulation that are consis-tent with controlling law and regulations.The proponent may delegate this approvalauthority, in writing, to a division chief within the proponent agency or its directreporting unit or field operating agency, inthe grade of colonel or the civilian equiv-alent. Activities may request a waiver tothis regulation by providing justificationthat includes a full analysis of the ex-pected benefits and a formal review byt h e a c t i v i t y ’ s s e n i o r l e g a l o f f i c e r . A l lwaiver requests will be endorsed by thecommander or senior leader of the requ-e s t i n g a c t i v i t y a n d f o r w a r d e d t h r o u g ht hei r h i g h e r hea dqu a r t e r s to t h e p ol i c y
proponent. Refer to AR 25-30 for specificguidance.
