 AR 190–56The Army Civilian Police and Security Guard ProgramThis major revision, dated 15 November 2009--o Exempts guards enrolled in a Personnel Reliability Program and performingduties associated with nuclear (including nuclear reactors), biological, andchemical surety material from the requirements of the Individual ReliabilityProgram (para 3-2).o Consolidates training requirements (chap 4).o Requires Department of the Army civilian police/security guards tosuccessfully graduate from a U.S. Army Military Police School accreditedacademy (para 4-2

).o Requires the installation/activity commander to issue written instructionson the authority and jurisdiction of police and security guards (para 5-3).o Provides guidance on the limitation of authority to deputize Department ofDefense uniformed law enforcement personnel by state and local governments(DODI 5525.13). Revokes any existing cases of deputization of Army uniformedlaw enforcement personnel by state and local governments that have not beenapproved by the Secretary of the Army (para 5-4).o Increases the initial uniform allowance in the amount of $1,800 for civilianpolice only (para 6-10

T h i s r e g u l a t i o n p r e s c r i b e spolicies and procedures for the Depart-ment of the Army Civilian Police and Se-c u r i t y G u a r d P r o g r a m . I t c o n t a i n sprovisions for the selection, management,employment, training, and certification of Department of the Army civilian policeand security guards.
Applicability.
This regulation applies tot h e A c t i v e A r m y , t h e A r m y N a t i o n a lGuard/Army National Guard of the UnitedStates, and the U.S. Army Reserve, unlessotherwise stated. Also, it applies to allDepartment of the Army employees as-signed to 0083 and 0085 positions andcontract security personnel involved in thesafeguarding and protection of personneland property.
Proponent and exception authority.
The proponent of this regulation is theProvost Marshal General. The proponenthas the authority to approve exceptions orwaivers to this regulation that are consis-tent with controlling law and regulations.The proponent may delegate this approvalauthority, in writing, to a division chief within the proponent agency or its directreporting unit or field operating agency, inthe grade of colonel or the civilian equiv-alent. Activities may request a waiver tothis regulation by providing justificationthat includes a full analysis of the ex-pected benefits and a formal review byt h e a c t i v i t y ’ s s e n i o r l e g a l o f f i c e r . A l lwaiver requests will be endorsed by thecommander or senior leader of the requ-e s t i n g a c t i v i t y a n d f o r w a r d e d t h r o u g ht hei r h i g h e r hea dqu a r t e r s to t h e p ol i c y proponent. Refer to AR 25-30 for specificguidance.
Army management control process.
This regulation contains management con-trol provisions, but it does not identifyey man age m en t control s t hat m ust b e evaluated.
