Hi Erik, TEL standards are in my view a sub class of ICT standards in general. For me ICT standards are means to harmonize and stabilize information systems (IS) development and maintainance processes. The better the harmonization the more stable are the IS. To have even more stable IS it is a good idea to put a standard in a standard (the babuschka doll model), e.g. define the standard by means of XML schema. What I've learned in the last years that your capability to "crosswalk" standards become very important, since new standards are often mash-ups of existing standards, e.g. the EPG (ETS 300 707) standard. The god of ICT standards in Aachen is Kai Jacobs (http://www.nets.rwth-aachen.de/~jakob.... He is editor-in-chief of The International Journal of IT Standards & Standardization Research (JITSR). You may make him aware of your paper to get further comments from him.
