Sunday laws and legislation began in Pagan Rome. To the Romans, religion was only a department of civil government. The emperor had power to appoint days in honor of the gods, and the first Sunday edict was purely pagan in honor of the sun god. The emperor Constantine issued the first Sunday edict by virtue of his power as Pontifix Maximus in all matters of religion.
