A. Introduction Lately weve all probably heard management of personnel in the administration or daily life.but most of us not know the meaning and significance of personnel administration is so dont know what the fuction of personnel administration itself. Though it is very important in managing an organizations particular so that the organization can be successful . unlike the administra tive office , supplies , marketing, or otherwise, a personnel administration branch of the administration of the most decisive for the life of an organization. Therefore, material objects of personnel administration is essentially human as well as the object or purpose of the activites of the organization or the company itself. Personnel administration or personnel management covers many importat iissues, ranging from the hiring process, job coaching , work productivety , termination of employment until the last one is vetived , because they are very complex the scope of personnel administration is the above mentioned that a personnel administration branch of the administatioon of the most decisive for the lifeof organization. B. Understanding According to Drs.M.Manullang understanding of personnel management is the art or science of planning , implementing , and controlling the workforce to achieve the goals determinet in advance by leaving the decision on self-cave workers. Or in order words, personnel management is a science that studies how to providefucilites to develop warkers skills and sense of participation in an administration in the united states provide an understanding of management personnel, as guoted by paul pigors and Charles A. Administration mayersin personal velationships as follows : personnel management is an avt to find , develop , and vetain a skilled workforce in such a way so that the objectives of the organization and the working efficiency can be achieved to the maximum possible. C. Status and personnel and payvoll system Employee status held for trial in questions was an employee on probate. Employment status on benalf to different government agencies with civil service status in private institution. Within government agencies , officials with the status of this experiment is often revered to prospective civil servant (CPNS). Employee monthly Monthly employee is one who works at an institution or company , whether state or private, with pay based on time every month. With this status dont pay employees based on the number of working days but are paid the same wages that mount. Although the emploe didnt get a full month because of holidays or other reasons the number remains the same wages paid to employees who enter a fuul month. Monthly employees are generally employee , expect employees of government agencies as provided for in regulation 7/1977 on the monthly employment status was a daily increase of permanent employee status, having met certain requirements. In large firms while, employees ave also granted a monthlypension, the amount depends on the ability of companies velevant. As for civil servents pension vights provided for in law 32/ 1969 on civil service pension. Under law 32 / 1969 civil servants who were honorably discharget are entitled to the money waiting, wherever, life and working lives in not be met. c. Seasonal Employes Seasonal employees is one who works at an institution or company, whether state or private sector duving the period of time. Seanonal employees are often found in companies that operational activity is seasonal, such as plantation companies, salt, soda, so forth. In accordance with the kinds of work pervomed , the wages of seasonal employees can be wholesale, daily, or monthly.in some specific seasonal employees can work at the company concerned in the following years, as far as the relationship with the companys employees, for some reason , was never interrupted. With such a system of labor relations, as well have seasonal employees for a pension and other rights as may be obtained daily employee or permanent employee. The amounth of pension calculated under the old work of every year.

D. Comrade System ( patronage system ) System is a staffing system subjective, meaning that the appointment of an employee based on personal velations between the parties with a raised lift. Bcause, in fact humans live in this world is to make ends meet, is one of them with work that eventually paid a salary to continue to thrive. a. Wages or salaries If someone does work for others, so-called earned income salary or wages. Said salaries and wages actually different, but for an employed to have the same meaning, because the two words that showed the same value, wlich is a reward for the work he has done for others. Differences uses of the term or salary largely determined by the status of the institution or company. The term is used in the salaries of government agencies or state enterprise, while the term is used in the wages of many private companies. b. The shape and composition of the wage or salary Wages or salaries that were found in the remuneration system in some companies are: 1. Wage system can be divided into four groups, they are : a. b. c. d. the remuneration according to the time. The system of wage according ton the work. The system according to standar time wage The system of wage according tonthe cooperation of employers and wakers.

F. Work productivity a.Meaning of work productivity Regarding the meaning or significance of productivity, the formula given by cholars to one another differeutly. Sensc or meaning of productivity in general is more associated with the production and the economic outlook, often associated with the view of human sociology even with a philosophy of live. The general definition of productivity is the ratio between the production ( output ) with the entire cost of production ( input ).

b.Skiil Skills or the abilty of an employee in carrying out the work and duties is a factors that is necessary in order to obtain the results as expected. Ability and job skiil possessed by an employee or obtained because of the talent and knowledge and experience. Some times the skiils dont come from talent of training and education he got. So that is where the important task of a manager of personnel to carry out education and training programs in accordance with the education or the capibilities of the employees or warkers. 4

c.Increased Damage When employees are faced with an imbalance between expectation and reality, then the accuracy of work and seuse of responsibility towards their work tends to decrease. Sofrequent mistakes in doing the work . as a result of more the onset of damage exceeds normal limits . if the circumstances are not addressed, the loss tends to incvease, meaning productivity decreased.
