W.P.Buildings & RoadsDepartment Code
(Applicable to the departments of Buildings,Road, Irrigation, Communication, CentralPublic Works, Posts and Telegraphs in theProvinces of Punjab, Sind, N.W.F.P& Baluchistan)Up-to-date Amendments
This Code defines the scope of the administrative and executive functions of theofficers of the Buildings and Roads Department and embodies such rulings as arenecessary in the interest of Provincial finance and control. It does not deal withquestions of pensions otherwise than indirectly with those relating and allowancesexact where the rules governing the rule are peculiar to the Buildings and RoadsDepartment, or 
with the procedure to be followed in connection with the Buildingsand Roads accounts. The provisions of this Code in respect of financial and other powers define the limits of power of authorities subordinate to the West PakistanGovernment in Irrigation, Communication and Works Department. FundamentalRules, Civil Services Rules of ex-Punjab, Sind, Frontier, Bahawalpur, Khairpur,Baluchistan States Union, Departmental Finances Rules, Volume III and rules inthe Audit Code, the Account Code of the Government relating to classes of transactions which occur in the Buildings and Roads department as well as inother Departments of Government are binding on the Buildings and RoadsDepartment except in so far as they may be over ridden by express provisions inthis Code or in the Account Code.
The rules in this Code also apply to Central Works (including Posts andTelegraphs) carried out by the West Pakistan Government as Agents to theGovernment of Pakistan.
This Coda is issued by the Chief Engineer, West Pakistan Buildings andRoads Department. It has been approved by the Finance Department andIrrigation, Communication and Works Department of West Pakistan as well as byDirector Audit and Accounts (Works), West Pakistan. The administrative andexecutive institutions contained herein are practically the same as given in thePublic Works Department code, 2nd Edition, 3 reprint, Public Works DepartmentCode of North-West Frontier Province (1st edition 1942) and Bombay PublicWorks Department Departmental Manual (1st edition reprinted under the-orders of Sind Government in 1944, and it also included corrections and amendmentsnecessitated as a result of constitutional changes brought out by the unification of the Provinces.
This Code is self-contained inasmuch as the references to other bookshave been avoided by reproducing the text required. Some of the new Annexureand Appendices also been added with a view to achieving this object.
This Code is to be quoted in all further official communications instead of other Public Works Department Code which it replaces from the date of its issue.This is applicable to West Pakistan, Buildings and Roads Department insupercession of all Codes.
Two copies of it are being supplied to each officer from Regional Officer toOverseer and Clerk of Went Pakistan Buildings and Roads Department. One is hispersonal copy, which he should take with him where he goes and keep it up-to-date, the other is meant for his office and be entered in library register and kept inoffice. These will be supplied by the Research Officer, West Pakistan, Buildings
and Roads Research Laboratory, 2-Lake Road, Lahore. If any one have not got,he may write and get it from him. The Government and Chief Engineer want eachofficer and staff to mark, learn, digest and act on this.
The Chief Engineer, West Pakistan, his officers and staff have printed thefollowing books since the day of formation of West Pakistan (14th October 1955)and copies of these are supplied as above.
