Moinuddin on its delivery flight from Seattle to Pakistan. PIA's very first Boeing 707 jetliner (N723PA leased from Pan Am) was also flown by Capt. Moinuddin. PROCESS
Project Initiation
Step 1 Project Initiation Define scope of PIA process Designate team resources Adapt PIA tools to reflect scope
This is the first step in conducting a PIA and it involves asking and answering the following question: "Is personal information being collected, used or disclosed in this initiative?" Remember: institutions must conduct PIAs for proposals for all new programs and services that raise privacy issues. If the answer is 'yes', then the departmental official should review the checklist for when a PIA is required. If the answer is 'maybe', the same checklist should be consulted and perhaps a PPIA would be the next step in the process. If the answer is 'no', then a PIA is not likely required. If a PIA is not required, it's always a good idea to get 'sign-off' on that decision. Doing so illustrates 'due diligence' and demonstrates that consideration was given to the idea.
Start a PIA in the early stages of the design or redesign of a program or service. This can potentially save time and money and have a greater influence on the development process of the program or service.
Always keep a risk management approach in mind when you conduct a PIA. It will help you manage the process.
PIAs are not rigid, inflexible tools and no two PIAs will be exactly the same. The Treasury Board published their Guidelines document as a model that can be changed to reflect your particular situation.
Data Analysis
Step 2 Data Analysis Describe proposed business process diagrams Identify clusters of personal information in business processes Developed detailed data flow charts
This is the second step and is directly linked to the requirement that institutions must identify all personal information associated with the business processes. An analysis is accomplished by developing detailed descriptions and analysis of the data flows. Key information includes business process diagrams, data flow tablesand system and infrastructure architectures. o Business Process Diagrams A business process diagram is a high level description of the information flows associated with a given activity. o Data Flow Tables Data flow tables illustrate how and by whom personal information will be collected, used, disclosed and retained. o System and Infrastructure Architectures 3. System and infrastructure architectures typically document any physical or logical separation of personal information or security mechanisms that prevent improper access to personal information or maintain any required separation.
Privacy Analysis
Step 3 Privacy Analysis Complete privacy analysis questionnaires Discuss answers to questionnaires that necessitate further details Decribe privacy issues and implications
This is the third step in the PIA process and it examines the data flows in the context of privacy policies and legislation. The Privacy Impact Assessment Guidelines document includes questionnaires that cover the universal privacy principles, the requirements of the Privacy Act and PIPEDA. The questionnaires form the basis of the PIA Report.
Step 4 Privacy Impact Assessment Report Summarize privacy risks and evaluate degree of risk involved Identify, discuss actions or options to mitigate risks End with other considerations (if any) and path forward
o o
A list of residual risks that cannot be resolved by means of the proposed options and an analysis of possible implications of these risks. A communications strategy.
A risk management approach is very important during this phase of the PIA. Always focus on identifying risks and strategies to mitigate those risks. You're not likely to ever eliminate risk, but you must manage risks.
Process summary
The results of a PIA must either provide assurance that there are no outstanding privacy implications associated with program and service delivery activities or serve as an early warning sign that there are significant privacy risks that require resolution.
