Krisina Coni.The proposed CSC is se o beapproved as par o a new UPDSuden Manual, which conains heconsiuions o suden insiuionssuch as he Universiy SudenCouncil and he Philippine Collegian,and will also include a new secioncalled “Suden Righs,” which conainsweny ve undamenal, academic,represenaion and procedural righso sudens

.During he April 20 meeing ohe Suden Review Commitee(SRC), an independen body ormedby he Oce o he Suden Regen(OSR) and comprised o members odieren suden councils o UPD, hecommitee draed he proposed CSCbased on he suggesed amendmensha came rom a series o sudencouncil consulaions.According o he Summary oComparisons published by OSR onApril 14, he new CSC dra conainsnew provisions on oenses ha wereadded o reinorce clariy such as hedisincion beween acs o harm opropery perperaed by sealh andhose perperaed by violence.Upon compleion o he nal drao he revised CSC las April, heSRC submited he said documeno he Universiy Council Commiteeon Suden Righs and Welare(UCCSOAW).The UCCSOAW, he commiteeha oversees suden aciviiescomposed o deans and aculymembers o UPD, will convene onMay 2 o deliberae on he new dra.Once approved, he dra will hen beendorsed o he UC, he adminisraivebody o UPD, which will eiher approveor rejec he proposal.Meanwhile, UPD ChancellorCaesar Saloma has presened a copyo he Suden Righs o he UC onApril 16. I approved, boh CSC andSuden Righs will be orwardedo he Board o Regens (BOR), hehighes policy making body, or nalapproval.
 ‘Rights-based CSC’ 
Eors o revise he exising CSC,which was promulgaed in 1998 begunin 2009 under he supervision o henVice Chancellor or Suden AairsElizabeh Enriquez.The revision o he CSC sprungrom he need or a relevan andappropriae code o conduc, as heprovisions o he 1998 suden code odiscipline is already daed and racesis roos o he 1963 UP Code, Conisaid. “The 1998 version’s provisionsdo no apply o he curren siuaiono UP. Though here was already anatemp o replace he 1998 versionlas 2009, he UC has ye o reach aconclusion,” Coni said.The 2009 version was draed by acommitee ha was composed solelyo ocials o he UP adminisraionand aculy members. Main revisionsin he 2009 version included hedecenralizaion o he SudenDisciplinary Tribunal (SDT) which willremove sudens’ righs o execue judgmen on violaions and oenses.However, he 2009 dra CSC drewfak rom various suden ormaionsdue o he lack o consulaionsamong sudens and he lack osuden represenaion in he draingcommitee, said Coni.Atemps o revise he 2009version sared in 2010 whenconsulaions among suden councilswere conduced o ge he sudens’ perspecives. However, no dra wasendorsed or approved by UCCSOAWdue o delays in incorporaingamendmens.
