MessagesInNovember2006,CliveGoodman,aseniorjournalistemployedbyNewsoftheWorld,anewspaperownedbyNewsInternational,pleadedguiltytohackingintothecellphonevoicemailmessagesofmembersoftheRoyalFamily.Mr.GoodmanpublishedstoriesintheNewsoftheWorldaboutmembersoftheRoyalFamilythatwerebasedontheinformationhehadobtainedthroughtheseillegalinterceptions.TheactualhackingwasperformedbyaprivatedetectivenamedGlennMulcaire,whowasindictednotonlyforinterceptingRoyalFamilymessagesforMr.Goodman,butalsoforhackingthevoicemailboxesofotherindividualswellknowninthefieldsofpolitics,sports,and

entertainment.InJanuary2007,anEnglishcriminalcourtsentencedMr.Goodmantofourmonthsinprison,whileMr.Mu1cairereceivedafive-monthsentence.WhileNewsoftheWorldcharacterizedMr.Goodman'sconductatthetimeastheactionsofa"roguereporter,"ithasbecomeclearthattheNewsoftheWorldjournalistsbroadlyemployedsuchillegaltacticstogatherinformationfortheirstories.ThesentencingofMr.GoodmanandMr.Mulcaireopenedupafloodgateofcomplaintsandlawsuitsaboutthenewspaper'sinformation-gatheringtechniques.NewsInternationalinitiallyattemptedtolimittheimpactofthesedamagingrevelationsbyprivatelysettlinganumberofcivilactionsforlargesumsofmoney.Buteventually,thecompanywasforcedtoaccountforitsnewspaper'sconductinamorepublicmanner.InApril2011,thecompanypubliclyissuedan"unreservedapologyandanadmissionofliability"toagroupofindividualswhosevoicemailsNewsoftheWorldjournalistshadintercepted.InJuly2011,NewsInternationalcloseddowntheNewsoftheWorldaftercompanyexecutivesdecidedthatthenewspaperwouldnotbeabletorecoverfromthehackingscandal.InspiteoftheintensemediafocusontheNewsoftheWorldhackingscandalandanongoingpoliceinquiry,itisstillunclearhowmanyvoicemailaccountsNewsInternationalemployeesandtheiragentsillegallyintercepted.MetropolitanPoliceDeputyAssistantCommissionerSueAkers,theofficerleadingtheinvestigation,recentlytestifiedbeforeyourinquirythatthattherearemorethan5,000additional"potential"phonehackingvictims.

IamconcernedaboutthepossibilitythatsomeoftheseundisclosedvictimsareU.S.citizens,andthepossibilitythattelephonenetworksunderthejurisdictionofU.S.lawswereusedtointercepttheirvoicemailmessages.
ThePaymentofBribestoPublicOfficials
EquallydisturbingarethemorerecentallegationsthatjournalistsworkingforNewsInternationalnewspaperspaidbribestopoliceofficersandotherpublicofficialsforinformation.OnJune20,2011,theNewsCorporationboardturnedoverdocumentstotheMetropolitanPolicesuggestingthataNewsoftheWorldjournalistmadeillegalcashpaymentstopoliceofficersinexchangeforconfidentialinformation.ThelawyerwhoadvisedtheNewsCorporationboardtotumoverthesedocumentswasLordMacdonald,aformerDirectorofPublicProsecutions.Helatertestifiedthatthee-mailshereviewedcontained"evidenceofseriouscriminaloffences.t"Hetestifiedthat,"thematerialIsawwassoblindinglyobviousthatanyonetryingtoarguethatitshouldn'tbegiventothepolice

wouldhavehadaverytoughtask.,,3AfterreceivingthisevidencefromNewsCorporation,theMetropolitanPoliceopened"OperationElveden,"aninvestigationthattodatehasresultedinmorethan20arrestsofNewsInternationalemployees,policeofficers,andotherpublicofficials.TheMetropolitanPolicebroadenedthescopeofitsinvestigationinthefallof2011afterreviewingevidenceshowingthatemployeesofanotherNewsInternationalnewspaper,TheSun,weremakingillegalpaymentstopoliceofficersandotherpublicofficials.DeputyAssistantCommissionerAkersrecentlytestifiedbeforeyourinquirythatthereappearstohavebeena"networkofcorruptedofficials"and"acultureattheSunofillegalpayments.i'"Shesaidthereisevidenceof"thedeliveryofregular,frequent,andsometimessignificantsumsofmoneytosmallnumbersofpublicofficialsbyjournalists.t"WhileOperationElvedenisstillatanearlystage,itisclearthatemployeesfromtwoNewsInternationalnewspaperswereroutinelymakingillicitpaymentsofthousandsofpoundstopublicofficials.Ifthecompanywasperforminginternalauditingofthesenewspapers'financialcontrols,NewsInternational'sexecutiveswouldhavebeenawareoftheselargeimpropercashexpenditures.IwouldbeveryconcernedifevidenceemergedsuggestingthatNewsCorporationofficialsinNewYorkwerealsoawareoftheseillegalpaymentsanddidnotacttostopthem.Allpublicly-tradedcompaniesintheUnitedStates-includingtheNewsCorporation-haveadutytoexerciseadequatefinancialcontrolsovertheirsubsidiaries.TheyarealsoprohibitedbyU.S.lawfrompayingbribestoofficialsofforeigngovernments.
OtherConcerns
Inadditiontothewidespreaduseofhackingandpayingbribestothepolice,theongoinginquiriesintoNewsInternational'sbusinesspracticeshaveuncoveredotherdisturbinginformationaboutthecompanyanditsnewspapers.InAugust2011,forexample,anIndianinformationtechnologycontractorcalledBCLinformedaparliamentarycommitteethatNewsInternationalmadeninerequestsbetweenApril2010andJuly2011todeletecertaingroupsofNewsInternationale-mails.
