Q. Can you please confirm the due date? Is it April 26 or May 4? A. May 4, 2012 Q. Is an Informal Competitive Proposal (ICP) the same as a typical Request for Proposals (RFP)? A. The project budget for PEI64123 Black Rock Village District is below the threshold that requires the typical RFP process. With an RFP, the review process is much lengthier and adheres to Qualification Based Selection requirements. An ICP allows forin essencethe solicitation of three quotes which enables the Project Manager to make an immediate purchasing decision. However, we are still proceeding with an informal Selection Committee review. Q. There is conflicting information within the document as to whether it is an ICP or an RFQ. Can this be clarified? A. The language citing an RFQ was from the draft ICP. I apologize for this. The updated Final is available on the OPED page (and attached). Q. What is the due date for this proposal? Three different dates are shown in the document: Page 1April 26, 2pm; Page 4- April 27, 5pm; Page 7- May 4, 2pm A. Friday, May 4, 2PM. Q. The ICP states that the project only includes a portion of the village district. Will the zoning be only for that portion of the district? A. Yes, this project only encompasses a portion of the district outlined in the Black Rock NRZ Plan. The Village District identified in the Plan has not yet been established. This project represents the first phase of doing so.
