Asyouknow,
over
the
pastseveralyears
wehave had
numerousdiscussions
withparents,
students,
elected
officials,
and
communityleaders
aboutthe future
of
RyanMS.
We
havebeen
concernedabout
the decliningenrollment
and
the decrease
in
the
number
of coursesand
resourcesavailable
to
students.
Last
evening,
we
held
a
communitymeeting
and
shared
the
mostcurrent
data,
which
shows
a
68percentdecreasein enrollmentover
the
past
decade.ln
2002,
there were830
students
attendingRyan
MS.
Today,there areonly 265
students.
We
havelistened
to
all segmentsof thecommunityandagree
that
"somethingmustbedone"
to
ensurethat
the
students
at
RyanMS
haveaccess to
the
highestqualityeducation.
ln
HISD,
a
school'sbudget
is
based
on
the
number
of
students
enrolled.
Because
of
its
declining
enrollment,RyanMS hasanoperatingbudget
of
just
over one milliondollars,whichisa decrease
ol
42
percentover
the
last
fiveyears.HISDhasgivenRyanMSanaverage
of
9438,000annually
over
the
past
five
years
in
addition
tothe
school's regularbudgetallocation
at a
time when
the
disirict
is
facing
unprecedentedbudget
cuts.
However,
the
current
situationis
not
financiallyfeasibleand
is notprovidingRyanMSstudentswith
the
besteducation.
With
decliningenrollmentand funding,
the
school
hasnot
had
the
ability
to
hirecounselors,
social
workers,
or
even
a
full-time
nurse.
The
school
has
not
beenable
to
offer
electives,
like
world
languages,music,
or
speech,
and
students
have
not
had
access
to
a
variety
of
extracurricular
activities
that other
HISDmiddleschools
offer.
We
have
discussed
a
numberof options,
including
thoserecommendedby manystakeholders.After
carefulconsideration,
I
am
making
a
recommendation
to
the
Superintendent
that
the
Board
of
Education
take
action
on May10,2012to
change
the
attendanceboundaries
of
Ryan MS
aniJ
zone
currentstudents
into
other HISD middle
schools.
Theseschoolshavesufficient space,
adequate
teachers,counselors,andsupportstaffs, and
a
variety
of
electiveandextracurricularoptions.
Ryan
MS
students
will
now
haveaccess
to
an
array
of
opportunities
they have
not
had
a
chance
toexperience.
This
decision
was
made
with
one
thing
inmind:
What
isbest for
the
students
at
Ryan
MS,
and
I
wholeheartedlyagree
with
one communitymember
who
said,
"lt's
abouttime."
We
will
hold
a
parentmeetingon
May
8,2012
at
Ryan
MS
to
share
the
proposedboundary
options.Over
the
next
coupleof
months,we
will
continue
to work withthe school
community
to deteiminethe
most
appropriate
useof
the
building sothat
we
can ensure
the
legacyof
James
D.Ryan
is
preservedforgenerations
to

is
the
district

We are
in
the
process
of
adjusting
the attendance
boundariesso
that thestudentscunenilyattendingRyan MiddleSchool
will
be
zoned
to
other
HISDmiddleschool.

on
May
8,
2012
at
RyanMS
to
share
the
proposedboundary
optionsand
obtain
publicinputand
feedback
priorto
the
Board
of
Education
vote
on
May10,2012.

will

letter

than

25, 2012

7:00pmspecifically
for
Ryan
MiddleSchool
families
so they
will

their
options.
Theschool
choicefair
willbe
held
at
RyanMiddleSchool.
Will
transportation
be
provided?HISD
policystates
that
students
whoare
attending
theirzonedschool
of
attendance
and
who
reside
two or
moremiles
fromtheir zoned
school
will
receive
transportationservices.
