Version 2.0 OPM Open Government Plan iiThank you in advance for taking the time to review and providefeedback on Version 2 of the United States Office of PersonnelManagemen
t’s (OPM) Open Government Plan.
We released Version 1 of this plan in April 2010. Since then, we havelearned a lot about what openness means to us and our stakeholders.
The definition “transparency, collaboration, and participation” is
justthe beginning. As we learned, openness is much more than providingdata or standing up new tools.Innovation is closely linked with openness, and we explored theintersection of people, processes, and technology in the context of innovation. We know people are our greatest asset. Supportinglearning is the best way to make the most of that asset
always in afair and inclusive manner. We are therefore committed to developinga cadre of knowledge workers and better preparing our employees, individually andcollectively, for future changes and challenges. We look forward to implementing the strategies we discuss in this document, but mostly weare excited to collaborate with you, our external stakeholders, including other agencies and thepublic. As we leverage the power of social media and economies of scale from centralized callcenters, we will be better able to provide the services you expect. We have performancestandards in place to measure our progress toward providing superior customer service.Together we can find new solutions to age old problems using communities of practice as openforums for transparency in our processes and public participation.I appreciate your support as we move forward with implementation. Please continue to shareyour ideas with us and be involved in the conversation. Please interact with us further athttp://www.opm.gov/open/ by posting comments to our blog.John BerryD
