Use a brad to pin them together through their centers with the smaller one on top. Make sure the two wheels can turn easily without slipping. TO USE: Roll initiative then put each character's token on the appropriate place on the wheel. The inner track is 10 higher than the outer track so, for instance, the arrow's outer track means 0 or "now", while its inner track is 10. Resolve all of the actions on the arrow's outer track and put those tokens on the second when they can next act. Then move all of the tokens on the arrow's inner track to its outer track. Then turn the arrow one space clockwise and repeat.
