Bywayofintroduction,mynameisEdwardParent,andIamtheChiefAdministrativeOfficer["CAO"]oftheWindsorPoliceAssociationinWindsor,Ontario.IwritetoyouinmycapacityofCAO,forwhichIamresponsiblefortheadministrationandgovernanceofour600+Members.Asyouarelikelyaware,theWindsorPoliceServicehasbeeninthenewsquiteoftenoverthecourseofthelastsixmonths,facingallegationsofpolicebrutality,corruption,perjuryandotherformsofmisconduct,fromvariousmembersofthepublicandcertainmediaoutlets.IamsurethatyouarealsoawarethatourformerPoliceChief,GarySmith,wasforcedtoretireearlybytheChairoftheWindsorPoliceServicesBoard,MayorEddieFrancis,lastDecember.AtvarioustimesthroughoutthemediacampaignagainsUheWindsorPolice,specificallythrougharticleswrittenbyandpublishedintheWindsorStar,MayorFrancishasmadedisparagingcommentsabouttheintegrityoftheWindsorPoliceServiceandhas

criticizedtheprocessesforprofessionaldisciplinaryhearingsasprescribedbythe
PoliceServicesAct
(forexample,seetheattachedarticle'Windsormayorcallsforharsherpenaltiesurgedforcopswholie",WindsorStararticlebySarahSacheli,2May2012).Inmyrespectfulview,astheChairoftheWindsorPoliceServicesBoard,MayorFrancisshouldbeactinginamoreprofessionalmanner.RatherthanpubliclycriticizingtheWindsorPoliceService,MayorFrancisshouldbeworkingwiththeWindsorPoliceServiceandWindsorPoliceAssociationtoimproveanyperceivedshortcomingsinthedeliveryofpoliceservicesintheCityofWindsor,Specifically,theMayor(asChair)shouldbeattendingatandactivelyparticipatingineachandeverymeetingoftheWindsorPoliceServicesBoard,asheisstatutorilyrequiredtodo.Thisbringsmetothepurposeofmylettertoyou.PursuanttoOntarioRegulation421/97,"MembersofPoliceServicesBoards-CodeofConduct"["0.Reg.
421/97"],
policeservicesboardsintheProvinceofOntarioarerequiredtoupholdandrespectastatutortly-rnandatedCodeofConduct,muchaspoliceofficersarerequiredtodo.Specifically,O.Reg.
421/97
requiresthefollowingofmembersofpoliceservicesboards:•"Boardmembers
shall
attendandactivelyparticipatein
all
boardmeetings."(Section1,emphasisadded)•"Boardmembersshalldischargetheirdutiesloyally,faithfully,
impartially
andaccordingtotheAct,anyotherActandanyregulation,ruleorby-law,asprovidedintheiroathoraffirmationofoffice."(Section7,emphasisadded)•"BoardmembersshallupholdtheletterandspiritoftheCodeofConductsetoutinthisRegulationandshalldischargetheirdutiesinamanner

(Section13,emphasisadded)Respectfully,MayorEddieFrancishasfailedineachoftheaboveduties,andinturnhasfailedtheWindsorPoliceService,themembershipoftheWindsorPoliceAssociation,andmostimportantly,thepeopleoftheCityofWindsor.MayorFrancishasnotattendedandactivelyparticipatedinallboardmeetings.MayorFrancishasexhibitedobviouspartialityagainsttheWindsorPoliceServiceandcertainofitsmembers,specificallyDetectiveDavidVanBuskirk,invariousmediaoutlets.MayorFrancis'actionsandwordshavenotinspiredpublicconfidenceineithertheabilitiesorintegrityoftheBoard,orintheWindsorPoliceService.MayorFrancis'conducthasattributedtothediscredit,andcompromisedintegrity,oftheWindsorPoliceService.Insupportofmyposition,IhaveattachedforyourconsiderationanarticlethatwaswrittenbyMs.AnneJarvisandpublishedintheWindsorStaron6January
