To amend sections 6301.01, 6301.02, 6301.03, 6301.04,6301.07, 6301.08, and 6301.10 of the Revised Codeto make changes to the composition andresponsibilities of the State Workforce PolicyBoard and to the One-stop System of workforcedevelopment.123456
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1.
That sections 6301.01, 6301.02, 6301.03, 6301.04,6301.07, 6301.08, and 6301.10 of the Revised Code be amended toread as follows:789
Sec. 6301.01.
As used in this chapter: 10(A) "Local area" means any of the following: 11(1) A municipal corporation that is authorized to administerand enforce the "Workforce Investment Act of 1998," 112 Stat. 936,29 U.S.C.A. 2801, as amended, under this chapter and is notjoining in partnership with any other political subdivisions inorder to do so;1213141516(2) A single county; 17
 
(3) A consortium of any of the following politicalsubdivisions:1819(a) A group of two or more counties in the state; 20(b) One or more counties and one municipal corporation in thestate;2122(c) One or more counties with or without one municipalcorporation in the state and one or more counties with or withoutone municipal corporation in another state, on the condition thatthose in another state share a labor market area with those in thestate.2324252627"Local area" does not mean a region for purposes ofdeterminations concerning administrative incentives.2829(B) "Municipal corporation" means a municipal corporationthat is eligible for automatic or temporary designation as a localworkforce investment area pursuant to section 116(a)(2) or (3) ofthe "Workforce Investment Act of 1998," 112 Stat. 936, 29 U.S.C.A.2831(a)(2) or (3), but that does not request that the governorgrant such automatic or temporary designation, and that insteadelects to administer and enforce workforce development activitiespursuant to this chapter.3031323334353637(C) "County" means a county that is eligible to be designatedas a local workforce investment area pursuant to the "WorkforceInvestment Act of 1998," 112 Stat. 936, 29 U.S.C.A. 2801, asamended, but that does not request such designation, and insteadelects to administer and enforce workforce development activitiespursuant to this chapter.383940414243(D) "Workforce development agency" means the entity givenresponsibility for workforce development activities that isdesignated by the board of county commissioners in accordance withsection 330.04 of the Revised Code, the chief elected official ofa municipal corporation in accordance with section 763.05 of the4445464748

Revised Code, or the chief elected officials of a local areadefined in division (A)(3) of this section.4950(E) "Workforce development activity" means a program, grant,or other function, the primary goal of which is to do one or moreof the following:515253(1) Help individuals maximize their employment opportunities; 54(2) Help employers gain access to skilled workers; 55(3) Help employers retain skilled workers; 56(4) Help develop or enhance the skills of incumbent workers; 57(5) Improve the quality of the state's workforce; 58(6) Enhance the productivity and competitiveness of thestate's economy.5960(F) "Chief elected officials," when used in reference to alocal area, means the board of county commissioners of the countyor of each county in the local area or, if the county has adopteda charter under Section 3 of Article X, Ohio Constitution, thechief governing body of that county, and the chief electedofficial of the municipal corporation, if the local area includesa municipal corporation, except that when the local area is thetype defined in division (A)(1) of this section, "chief electedofficials" means the chief elected official of the municipalcorporation.61626364656667686970(G) "State board" means the state workforce policy boardestablished by section 6301.04 of the Revised Code.7172(H) "Local board" means a local workforce policy boardcreated pursuant to section 6301.06 of the Revised Code.7374
