PasadenaPOreceiveda911callfromacitizenreportingthathehadjustbeenrobbedbytwomaleswithguns.Themaleshadthenfledonfoot,splittingupintwoseparatedirections,andofficersinapatrolunitintheareasubsequentlyspottedthedecedent.Uponseeingtheofficers,thedecedentthenfled.Theofficerschasedthedecedentintheunitandthen,thepassengerofficerexitedtheunitonfootandgavechase.Thedrivingofficercontinuedinthepatrolunitandstoppedat751SunsetAveinaneffortto"boxin"thedecedentandstopthechase.Whilepositionedthere,thedecedentrantowardsthedriver-sideoftheunitandtheofficer,stillintheunit,sawthatthedecedent'shandwasonhiswaistband.Asthedecedentapproachedwithinafootoftheofficer'sdoor,theofficerfiredhisserviceweaponfourtimesatthedecedentthroughtheopendriversidewindow,strikinghim.Asthiswasoccurring,theofficer'spartnerhadcaughtuptothelocationandsawmuzzleflashesandheardgunfireoccurringatthedriversideofthevehicle.Believingthathispartnerwasengagedinagunbattlewiththedecedent,theofficerthenfiredfourroundsfromhisservicerevolver,alsostrikingthedecedent.Thedecedentwasthenhandcuffedonthegroundandparamedicsrespondedtothescene.DetVanHeckeadvisedthattheserviceweaponsfiredatthescenewerea.45cal1911anda.40calGlock.Eightcasingswererecoveredatthescene.Headvisedthatnootheruseofforcewasreportedbyeitheroftheinvolvedofficers.Accordingtotheparamedicrunsheetincludedinthemedicalrecord,at2309hrson

PasadenaFDRA#36respondedtoN.OrangeGroveandSunsetinregardstoamedicalaidcall.Upontheirarrival,theyfoundthedecedentlyingproneontheasphaltinthemiddleofthestreetwithhishandscuffedbehindhisback.Theynoted(8)visiblegunshotwoundstohisbody.Theynotedthedecedenttobecombativeandrestrainedhim.Hewasawakeandalertandhadvitalsigns.TheytransportedhimtotheERwhereERpersonnelnoted(11)gunshotwoundstohisbody(tentothefrontandonetotherear).Hewasawakeandspeaking,butaltered.Hethenbegantolosehispulseandbecametachycardic.AFASTwasperformedandwaspositiveintherightandleftquadrants.Bloodtransfusionswereadministered.

BodyExamination:
ThedecedentisviewedattheFSCasanAfrican-Americanmalewhoappearsolderthanhisreported(19)years.Hehasshortblackhair,browneyes,naturalteeth,andamustacheandgoatee.Hehasseveraltattoos,toinclude:Cloudswith"Chosen"acrosshischest;anillegibletattootohisinnerrightforearm",and,"InGodWeTrust"tohisinnerleftwrist.Idonotseeorfeelanyobvioustraumatohisheadorface.Iseeacut-downETtubeinhismouth.Iseeasmallwoundofunknownorigintothefrontofhisleftclavicle.Thereisalinetothefrontofhisrightclavicle.Therearevertlcal-runnlnqsuturestothefrontofhischestandhorizontal-runningsuturestotheleftsideofhischest.Thereiswhatappearstobeasurgical/incisedwoundtotherightsideofhischest.Iseethefollowinggunshotwounds:innerrightforearm;outerrightforearm;outerupperrightarm;centerpubicarea;rightshin;andouterlefthip..Iseeaminorabrasiontohisouterleftknee.Iseenoobvioustrauma/defensivewoundstohishands.Iseenoadditional,obvioustraumatothefrontofhisbody.Novisualbackexamwasperformed.
