1Foreword
1.1Formation of Technical Advisory Group
 The Ministry of Social Justice and Empowerment, Governmentof India, vide its notification dated 8
th
September 2006constituted the Technical Advisory Group with the followingterms of reference:
a)
 To review the existing schemes and programmes and tosuggest suitable modifications therein for thedevelopment of Denotified, Nomadic and Semi-nomadic Tribes.
 b)
 To suggest action plan for the development of Denotified,Nomadic and Semi-nomadic Tribes,
c)
 To examine the representations received from variousorganizations representing Denotified, Nomadic and Semi-nomadic Tribes; and
d)
 To examine and make recommendations on any othermatter referred to it by the Government of India.It was provided in the Notification constituting the TechnicalAdvisory Group that the TAG may obtain such information asthe TAG considers necessary or relevant for the purpose fromthe Central Government, State Governments, Union Territoriesand any other agency, organization or individual. The duration stipulated for completion of the report was threemonths from the date the Chairperson accepted theappointment.

September 2006, their names were not included in theNotification.Subsequently, on receiving their acceptance they wereincluded as Members in the Technical Advisory Group. Thesetwo scholars were :Prof. Kanji Patel, Gujarati Writer and ActivistDr. K. M. Metry, Professor, Department of Tribal Studies,Kannada University, HampiProf. G. N. Devy was asked to work as the Chairperson of the TAG.
1.3Decision Regarding Recommending Schemes forDevelopment
 The TAG held its first meeting at the Indian Council of SocialScience Research at Delhi on 26 September. It was attendedby all members and Shri T. C. Joshi of the Ministry of Social Justice and Empowerment.

During this meeting, the Members discussed the scope of thetask set for the TAG by the Government of India, and decidedto prepare the Report in two parts:
1.
 The Schemes for Development of Denotified, Nomadicand Semi-nomadic Tribes for submission to the Ministryof Social Justice and Empowerment, Government of India, for inclusion in the 11
th
Five Year Plan;
2.
A Road-map for the long term development oDenotified, Nomadic and Semi-nomadic Tribes, outliningthe steps to be taken for achieving that objective.For this purpose, the Technical Advisory Group decided to setup two sub-groups. Towards the end of the meeting, Shri Balakrishna Renke,Chairman, National Commission on Denotified, Nomadic andSemi-nomadic Tribes, visited the TAG and expressed hisconcerns and views about the Terms of Reference set for the TAG. There was a difference of opinion between the TechnicalAdvisory Group and the Chairman of the NCDNSTs regardingthe procedure to be followed for ensuring that the Schemesrecommended by the TAG get incorporated in the EleventhFive Year Plan Allocations. The TAG held the view that Recommendation for Schemes of development must be made with a sense of urgency as theprocesses of determining the 11th Five Year Plan are already atan advance stage; and, therefore, the TAG should submit itsrecommendations and explore ways of discussing the schemesproposed by the TAG with Secretary, Ministry of Social Justiceand Empowerment, and Secretary, Ministry of Tribal Affairs, sothat the proposed schemes get reflected in the respectiveMinistry’s vision for the Eleventh Five Year Plan. The Chairman of the National Commission on Denotified,Nomadic and Semi-nomadic Tribes expressed the opinion thatthis would amount to the violation of the terms of referenceset for the TAG. Besides, he held the view that allocations forschemes can be made anytime during the plan period, and
