1.
Title.
ThisManualshallbeknownasthe2010RevisedManualofRegulationsForPrivateSchoolsInBasicEducation.
Section
2.
Coverage.
ThisManualshallapplytoallprivateeducationalinstitutionsinbasiceducationexceptasotherwiseprovidedherein.
Section
3.
MinimumStandardsorCriteria.
ThestandardsorcriteriaprovidedinthisManualaretheminimumrequiredforgovernmentrecognition,andschoolsmayadopthigherstandardsorcriteriaconsistentwithlaws,rulesandregulations.
Section
4.
FundamentalStatePoliciesonEducation.
Thefollowingarethefundamentalstatepoliciesrelevanttoprivateschoolsinbasiceducation:1.
EducationForAll(EFA).
TheStateshallprotectandpromotetherightofallcitizenstoqualityeducationatalllevelsandshalltakeappropriatestepstomakesucheducationaccessibletoall.2.
CompleteAdequateandIntegratedSystemofEducation.
TheStateshallestablish,maintainandsupportacomplete,adequateandintegratedsystemofeducationrelevanttotheneedsofthepeopleandsociety.3.
ScholarshipGrants,StudentLoanPrograms,Subsidies.
TheStateshallestablishandmaintainasystemofscholarshipgrants,studentloanprograms,subsidiesandotherincentiveswhichshallbeavailabletodeservingstudentsinbothpublicandprivateschoolsespeciallytotheunderprivileged.4.
AlternativeLearningSystems.
TheStateshallencouragenon-formal,informal,andindigenouslearningsystemsaswellasself-learning,independent,andout-of-schoolstudyprogramsparticularlythosethatrespondtocommunityneeds.TheStateshallprovideadultcitizensthedisabledandout-of-schoolyouthwithtrainingincivics,vocationalefficiencyandotherskills.5.
ConstitutionasPartofCurricula.
AlleducationalinstitutionsshallincludethestudyoftheConstitutionaspartofthecurricula.6.
InculcatingPatriotism,NationalismandOtherValues.
Educationalinstitutionsshallinculcatepatriotismandnationalism,

fosterloveofhumanity,respectforhumanrights,appreciationsoftheroleofnationalheroesinthehistoricaldevelopmentofthecountry,teachtherightsanddutiesofcitizenship,strengthenethicalandspiritualvalues,developmoralcharacterandpersonaldiscipline,encouragecriticalandcreativethinking,broadenscientificandtechnologicalknowledgeandpromotevocationalefficiency.
7.
ComplementaryRolesofPublicandPrivateInstitutionsintheEducationalSystem.
TheStaterecognizesthecomplementaryrolesofpublicandprivateinstitutionsintheeducationalsystemandshallexercisereasonablesupervisionandregulationofalleducationalinstitutions.8.
OwnershipofSchools.
Allprivateschoolsotherthanthoseestablishedbyreligiousgroupsandmissionboards,shallbeownedsolelybycitizensofthePhilippinesorcorporationsorassociationsatleastSixtypercentumofthecapitalofwhichisownedbysuchcitizens..9.
ControlandAdministrationofSchools.
ThecontrolandadministrationofeducationalinstitutionsshallbevestedincitizensofthePhilippines.10.
EstablishmentofSchoolsforAliensandCompositionofAliensinEnrollment.
Noeducationalinstitutionshallbeestablishedexclusivelyforaliensandnogroupofaliensshallcomprisemorethanonethirdoftheenrollmentinanyschool.Saidprohibitionsdonotapplytoschoolsestablishedforforeigndiplomaticpersonnelandtheirdependentsand,unlessotherwiseprovidedbylaw,forotherforeigntemporaryresidents.11.
ExemptionfromTaxesandDuties.
Allrevenuesandassetsofnon-stock,non-profiteducationalinstitutionsusedactually,directlyandexclusivelyforeducationalpurposesshallbeexemptfromtaxesandduties.Likewise,subjecttoconditionsprescribedbylaw,allgrants,endorsements,donationsorcontributionsusedactually,directlyandexclusivelyforeducationalpurposesshallbeexemptfromtax.Proprietaryeducationalinstitutions,includingthosecooperativelyowned,maylikewisebeentitledtosuchexemptions,subjecttothelimitationsprovidedbylaw,includingrestrictionsondividendsandprovisionsforreinvestment.
