AttimesmaterialtothisIndictment,unlessotherwisestated:TheTempeCityCouncilandtheArizonaStateLegislatureTheCityofTempe("Tempe")wasapoliticalsubdivisionwithintheStateof241.25Arizona.262.Tempewasgovernedbyalocalgovernment,calledtheCityCouncil,thatwas27comprisedofonemayorandsixcitycouncilmembers.Themayorandcouncilmemberswere28
1electedfromthecityatlargebythequalifiedelectorsofthecitytoservefour-yearterms,with2notermlimits.33.Tempe'sCityCouncilwasvestedbythecity'scharterwithallpolicy-making4powersofthecity,aswellastheexerciseandperformanceofalldutiesandobligationsimposed5onthecitybylaw.TheCityCouncil'sresponsibilitiesincludedpassingordinancesthat6conveyedorleasedcityproperty.74.FrominoraboutFebruary2009toinoraboutFebruary2010,Tempereceived8morethan$10,000infundsfromtheUnitedStatesGovernmentintheformofgrants,contracts,9subsidies,loans,guarantees,insurance,andotherformsoffederalassistance.105.TheArizonaStateLegislatureconsisted.ofaSenateandaHouseof11Representatives.MembersoftheHouseofRepresentativeswereelectedfromdistrictswithin12theStateofArizonabythequalifiedelectorsofthedistricttoservetwo-yearterms,withaterm13limitoffourconsecutiveterms.14RelevantIndividualsandEntities155.DefendantPAULBENARREDONDOwasacouncilmemberinTempeandserved16inthatcapacityforapproximately16years,untilinoraboutJuly2010.ARREDONDOwas17electedtotheHouseofRepresentativesoftheArizonaStateLegislatureinoraboutNovember182010.196.CompanyAwasafictitiouscompanywhosebusinessobjectivewaspurportedly20todeveloprealestateprojects,includingwithintheCityofTempe.RepresentativesofCompany21Awere,infact,undercoveragentswiththeFBI.22GeneralAllegations237.BeginninginoraboutFebruary2009toinoraboutNovember2010,24ARREDONDOsolicited,demanded,agreedtoaccept,andacceptedfromrepresentativesof25CompanyAthingsofvalue,including,butnotlimitedto,thefollowing:26a.OnoraboutFebruary18,2009,ARREDONDOsolicitedarepresentative27ofCompanyAtopurchaseatableforanupcomingcharityeventfor$525,withthe28understandingthatARREDONDOwouldinvitepeopleofhischoicetousethoseseats.Onor

-IaboutMarch5,2009,atARREDONDO'ssolicitation,arepresentativeofCompanyApurchased2atablefortheabove-referencedcharityeventfor$550.3b.OnoraboutMarch5,2009,ARREDONDOsolicitedtherepresentative4fromCompanyAtopurchaseatableatasecondcharityeventfor$600,againwiththe5understandingthatARREDONDOwouldinvitepeopleofhischoicetousethoseseats.Onor6aboutApril1,2009,onCompanyA'sbehalf,anintermediarypurchaseda$600tablefor7ARREDONDO'suseatthesecondcharityevent.8c.OnoraboutSeptember9,2009,ARREDONDOacceptedtwoticketstoan9ArizonaCardinals-SanFrancisco4gersprofessionalfootballgameprovidedbyarepresentative10ofCompanyA.Thevalueoftheticketswasapproximately$305.95.lId.OnoraboutOctober23,2009,ARREDONDOacceptedfourticketstoa12NewYorkYankees-LosAngelesAngelsAmericanLeagueChampionshipSeriesprofessional13baseballgameprovidedbyarepresentativeofCompanyA.Thevalueoftheticketswas14approximately$1,225.15e.OnoraboutJune17,2010,ARREDONDOagreedtoaccepteighteen16ticketsprovidedby_arepresentativeofCompanyAtoattendvariousArizonaDiamondbacks17professionalbaseballgames.Thevalueoftheeighteenticketswasapproximately$2,400.To18concealthathehadagreedtoaccept-theticketswhileamemberoftheCityCouncil,19ARREDONDOinstructedtherepresentativeofCompanyAtomailthemtohishomeinTempe,20ArizonaafterJuly1,2010.ARREDONDOgavethatinstruction"tomake
