material, film, sound and video recordings, magnetic or other tapes, electronic data,computer stored data, or any other like or similar data or material recorded, stored orarchived
whatever form or format, which are made, received or kept
or under thecontrol and custody of any government agency pursuant to law, executive order, rulesand regulations, ordinance or
performance or transaction ofofficial business by any government agency.(B) "Government agency/agencies" shall
the executive, legislative and judicialbranches as well
constitutional bodies of the Republic of the Philippines including,but not limited
the national government
its agencies, departments, bureaus,offices
instrumentalities, constitutional commissions and constitutionally mandatedbodies, local governments and
their agencies, regulatory agencies, charteredinstitutions, government-owned or controlled corporations, including wholly-owned orcontrolled subsidiaries, government financial institutions, state universities and colleges,the Armed Forces of the Philippines, the Philippine National Police,
theCongress of the Philippines including the offices of Senators and Representatives, theSupreme Court and
lower courts established by
(C) "Official record/records" shall refer
information produced or received by a publicofficer or employee, or by a government agency
official capacity or pursuant
apublic function or duty, regardless of whether the information
the draft, final, or anyother stage or status.(D) "Public record/records" shall include information required by law, executive orders,rules, or regulations to be entered, kept
made publicly available by a governmentagency.
Access to Information.
-Every Filipino citizen has a right to
request, be given access
any record under the control
a government agency.Government agencies shall make available
the public for scrutiny, copying
the manner provided by this Act,
officialacts, transactions or decisions,
government research data used as a basis forpolicy development, subject
the exceptions enumerated under section 7 of this Act,regardless of their physical form or format
which they are contained and by whomthey were made.
