Section 1406 of Title 4 of the PennsylvaniaConsolidated Statutes is amended by adding subsections to read:§ 1406. Distributions from Pennsylvania Race Horse DevelopmentFund.* * *(a.1) Minority-owned race horse development.--Notwithstanding any other provision of this section, 15% of thePennsylvania Race Horse Development Fund shall be set aside forminority-owned race horse development.* * *(h) Definition.--As used in this section, the term"minority-owned race horse development" means a horse breedingenterprise owned or controlled by a socially or economically
